1. Main work situation
(1) Strengthen the management of environmental impact assessment.one isCarry out proactive services in advance。Our office actively connects with relevant departments and bureaus, implements a coordination mechanism for major projects, solves project constraints in advance, and promotes the rapid processing of environmental assessment procedures. Establish a management ledger for major projects in the district in 2024, effectively play the role of the three-level contracting and approval positive list mechanism, provide full-process tracking services for major projects on the premise of ensuring the ecological environment, and fully support the implementation of major projects. For construction projects with constraints, environmental impact assessment technical assistance meetings will be held in advance, experts will be organized to provide "consultation" services, and all efforts will be made to promote and ensure the rapid implementation of key projects in the autonomous region. "EIA Approval Service Cards" will be issued on a project-by-project basis, and "point-to-point" and "one-on-one" assistance guidance will be implemented. Make full use of the "three lines and one single" ecological environment zoning management and control results designated by the autonomous region to guide the preliminary layout of projects, micro site selection and other work, help enterprises identify environmental conflicts in advance and reduce decision-making risks.The second is to improve the efficiency of approval of environmental impact assessment procedures in accordance with the law.Our department actively connects with the Autonomous Region Government Service Bureau to open up difficulties and blockages in data interconnection, and realize "one network access" for environmental impact assessment approval (non-radiation). Enterprises can submit acceptance applications, check approval progress, and correct relevant materials through the Autonomous Region Government Service Network., obtain approval documents. Further optimize the process and reduce the time limit, and reduce the time limit for approval of environmental impact reports from the statutory 60 working days to 27 working days, which is the same as developed provinces such as Jiangsu and Zhejiang. Strengthen guidance to league cities and flag counties, implement an EIA unified construction system at the flag county and county level EIA approval departments, requiring all non-classified general projects accepted and approved by the flag county and county level EIA approval departments to be handled through the EIA unified construction system, and develop a non-acceptance module. Enterprises can submit acceptance applications through the autonomous region government service network. (2) Strengthen environmental protection services.The first is to vigorously promote the development of the environmental protection industry.Implement the "Guiding Opinions of the People's Government of the Autonomous Region on Accelerating the Development of Environmental Protection Industries in the Region"(Nei Zheng Fa [2017] No. 102) and actively promote the development of environmental protection industries and environmental service industries.Guide all league cities, development zones and key enterprises to actively create a comprehensive environmental management trusteeship service model.
