We have received the "Proposal on Promoting Carbon Emission Verification in the Autonomous Region" submitted by you. Our department attaches great importance to it and carefully studies and handles it. Now we reply to the relevant situation as follows:
The carbon market is a policy tool for reducing emissions and carbon emissions. The verified and confirmed corporate carbon emission report is an important basis for corporate performance. Since 2023, the Department of Ecology and Environment of the Inner Mongolia Autonomous Region has established the goal of ensuring data quality, strengthened carbon emission data verification, continuously improved the data quality management system, prevented fraud, and effectively ensured that the carbon market fully utilized its policy functions.
1. Suggestions on strengthening corporate carbon emission management training
2023Since 2000, our department has held 6 carbon emission management training courses in the form of "online + offline", including carbon emission management data quality training courses, performance trading and climate investment and financing management training courses. The training hours have reached 68 hours and the number of trainees has reached 1000. The training covers the publicity and interpretation of the Interim Regulations on the Administration of Carbon Emissions Trading, explanation of accounting guidelines, interpretation of quota allocation plans, key points of schedule supervision, carbon market trading rules and operations, etc. Covering the entire process of the carbon emissions trading market, effectively improving the carbon emission management capabilities and levels of ecological and environmental authorities at all levels and key emission enterprises. In July 2024, representatives of more than 20 power generation companies were organized to go to Datang International Tuoketuo Power Plant to learn the experience of greenhouse gas data quality management and coal mining and production system construction and management, and effectively strengthen the carbon market data quality management capabilities.
2. Suggestions on incorporating corporate carbon emission management into local government assessments
In order to strengthen the data quality management of enterprises in the power generation industry, the Autonomous Region Department of Ecology and Environment organized enterprises to upload key carbon emission information data on a monthly basis, established a monthly information-based certificate storage mechanism, and incorporated the monthly information-based certificate storage completion rate into the annual pollution prevention and control battle assessment to strengthen local main responsibility, continuously strengthen corporate carbon emission awareness, and improve the level of carbon emission management.
3. Suggestions on guiding enterprises to archive comprehensive relevant data.
The Autonomous Region's Department of Ecology and Environment has incorporated the accounting guidance requirements for industries such as power generation, cement clinker production, aluminum smelting, and steel production into the annual training content, systematically explained the original recording and management ledger retention requirements of the data involved in carbon emission reports, and ensured that relevant emission data can be traced back. Organize professional and technical personnel to review the company's monthly certificate deposit information, correct non-conformities, and guide enterprises to standardize certificate deposit.
4. Suggestions on improving verification business capabilities
The Autonomous Region Department of Ecology and Environment attaches great importance to the quality of verification work, organizes and holds a verification kick-off meeting every year to comprehensively deploy key verification tasks. Hold training courses on verification work in the power generation industry, incorporate technical guidelines for verification of greenhouse gas emissions from power generation facilities into key training contents, systematically train verification contents and key points to ensure verification quality. Carry out verification and evaluation to evaluate the work quality, compliance, timeliness, etc. of the verification agency, and disclose relevant information to the public. Organize and formulate management methods for verification agencies, promote the establishment of a management mechanism for prior notification, in-process management, and post-event evaluation, and improve the service quality of verification agencies.
In the next step, the Autonomous Region Department of Ecology and Environment will continue to promote carbon market verification and management, improve supervision levels, strengthen data quality management, and effectively play the important role of market mechanisms in controlling greenhouse gas emissions and promoting green and low-carbon technological innovation.
