Reply to Proposal No. 0759 of the Second Session of the 13th CPPCC Autonomous Region

The "Proposal on Accelerating the Trading of Forestry Carbon Sink in Our Region and Realizing the Transformation of Ecological Resource Value into Economic Value" has been received, and the reply on the handling of the proposal is as follows:

1. Suggestions on strengthening the top-level design of forestry carbon sink trading

The Autonomous Region Department of Ecology and Environment actively cooperates with the Forestry and Grassland Bureau to promote forestry carbon sink trading. On October 15, 2023, the People's Government of the Autonomous Region issued the "Inner Mongolia Autonomous Region Promotion Plan"(Internal Affairs Office Fa [2023] No. 20). By developing forestry carbon sink projects and methodologies, expanding consumption channels for various forestry carbon sink products, and strengthening forestry carbon sink transaction management, we will cultivate the forestry carbon sink market, promote the value of forest ecological benefits, and complete the top-level design of carbon sink transactions.2024At the beginning of the year, the Autonomous Region Department of Ecology and Environment cooperated with the Forestry and Grassland Bureau to formulate key points for carbon sink work in 2024, and effectively strengthened the guidance, management and supervision of the development and transaction of forest and grassland carbon sink resources. At present, the Department of Ecology and Environment is organizing the construction of a carbon inclusive trading work system in the autonomous region, with supporting methodological release, zero-carbon agency and enterprise construction, large-scale activities carbon neutrality and other relevant regulatory documents for carbon emission reduction offset, and further improving the regional forestry carbon sink trading system. The Forestry and Grassland Bureau of the Autonomous Region organized the preparation of the "Measures for Measuring Forest Carbon Sinks in Inner Mongolia Autonomous Region (Trial)" and "Measures for the Management of Forestry Carbon Sinks in Inner Mongolia Autonomous Region (Trial)" to determine the forestry carbon sink verification methods and supporting rules.

2. Suggestions on striving for centralized trading of single CCER carbon sink trading varieties in our district

2022In 2001, the State Forestry and Grassland Administration launched the pilot construction of forestry carbon sinks. A total of 18 cities (counties) and 21 state-owned forest farms were selected as pilot units. Baotou City and Aershan City in our district were selected. The Ministry of Ecology and Environment has worked with relevant departments to establish a unified national greenhouse gas voluntary emission reduction trading market, and forestry carbon sink projects can be traded in the national voluntary greenhouse gas emission reduction trading market.

3. Suggestions on promoting and improving the consumption channels of forestry carbon sink products in our region

In accordance with the relevant requirements of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Construction of a National Unified Market", the Ministry of Ecology and Environment has worked with relevant departments to establish a national unified greenhouse gas voluntary emission reduction trading market, unified management rules, trading venues and regulatory mechanisms, and the country No longer support local construction of any form of regional markets. According to the Interim Regulations on the Administration of Carbon Emissions Trading (Order No. 775 of the State Council of the People's Republic of China), which will be implemented on May 1, 2024, Article 5 of which, carbon emission rights should be gradually incorporated into a unified public resource trading platform system. Article 29, after the implementation of these Regulations, no new local carbon emission trading markets will be built, and key emission units will no longer participate in carbon emission trading in local carbon emission trading markets of the same greenhouse gas types and the same industries. Autonomous Region Department of Ecology and EnvironmentCarry out special business training for emission control enterprises included in the national carbon market in the regionTraining, guidance and help emission control companies open voluntary emission reductions (CCER) accounts for purchasing forestry carbon sinks and other voluntary emission reductions (CCER), and guidance companies to purchase voluntary emission reductions (CCER) to meet performance. The second compliance cycle of the national carbon market (2021-2022In 2001, emission control enterprises in our district purchased a total of 435,600 tons of voluntary emission reductions (CCER) for performance. At present, the supply of voluntary emission reductions (CCERs) such as forestry carbon sinks exceeds demand, the market demand is large, and the consumption channels are smooth.

4. AboutSuggestions on exploring the value realization mechanism of market-oriented diversified ecological products

2024Since 2000, the Autonomous Region's Department of Ecology and Environment has held two carbon market business training courses to interpret the "Interim Regulations on the Management of Carbon Emissions Trading", use the National Low Carbon Day to carry out low-carbon publicity activities into enterprises, popularize and publicize relevant laws and regulations, and strengthen enterprises 'understanding of the regulations. Awareness and understanding, encourage companies to offset their own carbon emissions by purchasing certified carbon emission reductions. Currently, a zero-carbon agency construction plan is being prepared jointly with the Forestry and Grassland Bureau and the Agency Affairs Administration Bureau to promote the government to carry out low-carbon and zero-carbon government activities and explore diversified carbon sink product consumption mechanisms.

In the next step, the Department of Ecology and Environment will continue to cooperate with the Forestry and Grassland Bureau to do a good job in forestry carbon sink trading. First,Comprehensively implement the "Key Points for Carbon Sinking Work in the Autonomous Region in 2024", issue relevant institutional documents for the transaction management of carbon inclusive products, and support the development and consumption of forest and grass carbon inclusive projects. The second is to strengthen training and guidance, guide carbon market emission control companies to actively purchase voluntary emission reductions of greenhouse gases such as forestry carbon sinks, and promote the realization of the value of forestry carbon sinks.
