My Help Story| "Behind the scenes" and "Before the scenes" of atmospheric supervision and assistance

As a comprehensive administrative law enforcement officer for grassroots ecological and environmental protection, I have the honor to experience the transformation of atmospheric supervision and assistance from "behind the scenes" to "in front of the stage". I remember that in the early autumn of 2021, in my 14th year of work, I was fortunate enough to be sent to the Ministry of Law Enforcement Bureau. Together with law enforcement backbones from all over the country, I became a member of the behind-the-scenes team of atmospheric supervision and assistance. My help story also began.

That year, inspired by the spirit of "Never Lights Out 1201" of the Atmospheric Affairs Office, I started from special action guarantees such as clearing small coal-fired boilers and replacing clean energy, and coordinated management of heavily polluted weather in autumn and winter, and went to the scene to participate in carbon emissions report quality verification, ensuring air quality for the 2022 Beijing Winter Olympics and Winter Paralympics during the Spring Festival, and then to special supervision and assistance for volatile organic compound management throughout the summer (VOCs). It was a busy and uncluttered work throughout the year. It gave me a comprehensive and detailed understanding of the entire atmospheric supervision and assistance working mechanism, and at the same time, I also fully learned.XiDrawing on the work ideas of colleagues from different perspectives, greatly broadening their horizons and increasing their knowledge. At work, I watched the raising of the national flag with my partners in the first ray of morning sunshine, visited red education bases such as Peking University's Red Tower, and repeatedly communicated with local and on-site support comrades to identify problems. Little stories have allowed me to form deep friendship and feelings with my behind-the-scenes team partners, and also met many comrades on the front line of ecological and environmental protection law enforcement.

Three years passed in a flash. Every time I opened the window of memory, that passionate experience rushed from my mind, vividly remembered and unforgettable. One day in July, I received a notice from my unit asking me to participate in the eighth round of special supervision and assistance for mobile sources in 2024. When I was excited, I couldn't help but feel uneasy. This time, my help story shifted from "behind the scenes" to "front of the stage".

In the spotlight, we demonstrate the spirit of the iron army of environmental protection and perform our duties to improve air quality

As the liaison officer of the 10 professional teams in Hengshui, Hebei Province, on the one hand, I carefully arranged everyone's food, clothing, housing and transportation, and took the lead in coordinating, liaising and promoting the group. On the other hand, under the leadership and planning of the team leader, my colleagues and I arrived in Hengshui. Immediately put into the "war preparation" state, and immediately read basic information such as local motor vehicle inspection and monitoring agencies, large vehicle users, and logistics parks to concentrate on learningXiDetailed research and heated discussions will be carried out item by item in accordance with national technical specifications and standards to prepare for follow-up assistance work.

July in Hengshui is the "three dog days". In order to better complete this round of assistance tasks, my colleagues and I have braved the scorching sun for several days in a row to carry out assistance inspections on heavy diesel trucks, off-road mobile machinery and other mobile sources for large vehicle users such as logistics parks. After fixing the evidence as soon as possible, we will report to the local ecological environment department for outstanding problems such as artificially raising the temperature of automobile exhaust treatment devices, nitrogen oxide sensors, and black smoke from forklifts. In a certain park, the temperature was close to 40 ° C at noon, and everyone was already soaked and exhausted. We found that the exhaust gas treatment device of a heavy diesel truck that had just entered the market had signs of being cut by humans. We came forward to check and asked the driver about the situation. The driver explained that the carrier of the vehicle's exhaust after-treatment device was removed and replaced due to carbon deposition. In order not to let go of a problematic vehicle, we climbed under the vehicle again without hesitation and used an endoscope to conduct a detailed inspection on the interior of the vehicle's exhaust after-treatment device. This is not the first time such a "serious" inspection has been carried out during the assistance work.

At a motor vehicle testing agency in Hengshui City, my colleagues and I checked and found that a PDF file was stored in the OBD (On-board Automatic Diagnosis System) reading terminal of the motor vehicle environmental testing equipment. The content was a set of motor vehicle launch control unit software calibration identification code (CAL ID) and control unit calibration Captcha (CVN). The agency used this set of codes to replace engine control unit information of different brands and different batches of vehicles to achieve the qualification of motor vehicle environmental testing. Through clues, we reviewed the agency's on-site vehicle inspection (testing) report that the emission stage tested in 2024 was the National Sixth Motor Vehicle Inspection Qualification Report, and found that 951 motor vehicles with different brands and different engine models had OBD test items CAL ID/CVN information consistent. Faced with ironclad facts, institutional testers admitted the fact of relaxing testing requirements and issuing false motor vehicle emission inspection reports. I have benefited a lot from my colleagues 'rich law enforcement experience and superb business capabilities.

Over the past 10 days, my colleagues and I have insisted on working more than 10 hours a day, and sometimes even until the early morning of the next day. No one cries out for hardship and tiredness; everyone takes the initiative to take on the responsibility and fight continuously, with "high frequency, high intensity, high level, and high efficiency" to complete the assistance task! Ten days of uninterrupted fighting not only helped local motor vehicle inspection (testing) agencies, large vehicle users, logistics parks, etc. discover many outstanding problems, but also fully demonstrated the "Longyuan" ecology with iron discipline and style. The style of the environmental protection iron army.

The "behind-the-scenes" year of the Law Enforcement Bureau made me realize that carrying out atmospheric supervision and assistance work is not a "sports-style" or "gust of wind", but a long-term mechanism. It is an important measure to win the battle against pollution in depth, especially to win the battle to defend the blue sky. Hengshui's "front stage" on-site assistance inspection let me know that wearing this blue law enforcement uniform carries the sense of value and responsibility of a glorious profession. Although I am not wearing military uniform, as a member of the ecological and environmental protection iron army, I will use this assistance as a new starting point, knowing the responsibility in my heart, taking it personally, and fulfilling my responsibility in my actions.
