1. StrengthenComprehensive management of Hulun Lake ecological environment

(1) Accelerate the construction of digital informatization empowerment.Our department attaches great importance to the comprehensive management of the ecological environment of Hulun Lake, continuously strengthens the informatization work of monitoring the ecological environment quality of Hulun Lake, and provides technical support for the improvement of the ecological environment quality of Hulun Lake.one isBuild an automatic water quality monitoring network. A total of 14 automatic water quality monitoring stations have been built in the Hulun Lake Basin, including 6 automatic water quality monitoring stations for Hulun Lake and 8 automatic water quality monitoring stations for rivers entering the lake, which monitor water temperature, pH, dissolved oxygen, conductivity, turbidity in real time., permanganate index, ammonia nitrogen, total phosphorus and total nitrogen, and some water stations have also added characteristic indicators such as chemical oxygen demand, fluoride and volatile substances. Water stations in the lake also set up relevant indicators such as chlorophyll and algae density to characterize the dynamics of water bloom.second isAn automatic water quality monitoring data management platform in the Inner Mongolia Autonomous Region has been built. All data from 14 automatic water quality monitoring stations in the Hulun Lake Basin have been networked to realize abnormal water quality alarms in Hulun Lake and provide technical support for water quality safety and water pollution accidents in the basin;third isThe "One Station, Multiple Points" model has established an ecological monitoring network for the Hulun Lake Basin. 96 ecological quality monitoring sample sites are set up around the Comprehensive Ecological Quality Monitoring Station of the Hulun Lake Reserve. The Inner Mongolia Autonomous Region Ecological Environment Monitoring Big Data Platform provides basic support for ecological quality evaluation of the Hulun Lake Basin.

In the next step, in accordance with the arrangements and arrangements for the ecological environment management and protection of Hulun Lake, our department will continue to monitor the ecological environment quality of the Hulun Lake Basin and effectively support the water environment management of key lakes. The first is to further improve the ecological and environmental quality monitoring network of the Hulun Lake Basin, combine the ecological and environmental management needs of the Hulun Lake during the 10th Five-Year Plan, scientifically optimize and improve the water environment, atmospheric environment, soil and ecological quality monitoring points of the Hulun Lake Basin, and scientifically evaluate the ecological and environmental quality of the Hulun Lake Basin. The second is to improve the ecological and environmental quality monitoring platform of the Hulun Lake Basin. Relying on the "Ecological Window" platform, it connects monitoring data of the water environment, atmosphere, soil, meteorology, ecological quality and other monitoring data of the Hulun Lake Basin with the ecological and environmental monitoring of the Inner Mongolia Autonomous Region. Network the big data platform and share monitoring data to realize the overall analysis of various ecological and environmental quality monitoring data in the Hulun Lake Basin and the dynamic display of "one map". The third is to promote the operational application of Hulun Lake water quality early warning, carry out pilot water quality early warning in the Hulun Lake Basin, comprehensively use automatic online monitoring data and manual monitoring data, combine remote real-time monitoring and automatic evaluation and early warning and other technical means, and use model analysis to establish a highly automated, intelligent, three-dimensional and visual monitoring and early warning system in the Hulun Lake Basin to closely monitor the water environment quality of the Hulun Lake Basin.

(2)Carry out monitoring and evaluation of the ecological environment of Hulun Lake.2021In January 2008, the Ministry of Ecology and Environment issued the "Notice on Adjusting the Water Quality Evaluation and Assessment Methods of Hulun Lake and Other Lakes". In August of the same year, a pilot assessment plan for the ecological and environmental quality of Hulun Lake water was issued, clarifying the aspects of aquatic organisms, habitats, eutrophication, Water quality and physical and chemical conditions were piloted to carry out water ecological monitoring and evaluation, guiding our district to scientifically and accurately carry out Hulun Lake management and protection. Hulun Lake became the first pilot lake in the country to carry out water ecological monitoring, evaluation and assessment. In accordance with the requirements of the "Pilot Plan", our department actively cooperates with the Ministry of Ecology and Environment to carry out Hulun water ecological monitoring and evaluation work, complete the 2021-2023 Hulun Lake ecological monitoring and evaluation work and report the monitoring and evaluation report to the Ministry of Ecology and Environment. Currently, it is organizing and carrying out 2024 Water ecological monitoring work. According to the evaluation method of the "Pilot Plan", the overall evaluation of the ecological environment quality of Hulun Lake water is average.

In the next step, our department will continue to cooperate with the Ministry of Ecology and Environment to carry out ecological monitoring and evaluation of Hulun Lake water, guide Hulunbeir City to adopt governance and protection measures and plan comprehensive management projects in accordance with the requirements of water ecological environment assessment, and promote the continuous consolidation and improvement of Hulun Lake water ecological environment.

(3) Strengthen the supervision of Hulun Lake National Nature Reserve.Strengthen ecological and environmental supervision in nature reserves, and assist the Ministry of Ecology and Environment in completing the evaluation of the effectiveness of ecological and environmental protection in Hulun Lake National Nature Reserve in 2023. The Hulun Lake National Nature Reserve continues to promote cooperation on biodiversity conservation in the China-Mongolia-Odaur International Nature Reserve, and carries out annual monitoring of waterbirds within the reserve and in the middle reaches of the Arguna River on the Sino-Russian border. In April 2024, the Hulun Lake National Nature Reserve Administration held the 2024 China-Mongolia Odaur International Nature Reserve Working Group Meeting. In May 2024, he joined the delegation to participate in the 18th meeting of the China-Russia Cross-Border Protected Areas and Biodiversity Conservation Working Group, summarizing the work of the China-Mongolia-Odaur Nature Reserve in the previous year, and jointly formulating an annual work plan.

2. Enhance scientific and technological support capabilities

The first is to strengthen the coordination of scientific and technological innovation.Through active coordination, our department has added a science and technology department, established the Autonomous Region Ecological Security Barrier Research Institute, and jointly established the "Northern Ecological Security Barrier Research Center" with the Nanjing Institute of Environmental Sciences of the Ministry of Ecology and Environment in April 2024 to focus on ecological security. Carry out overall, comprehensive and forward-looking research on major topics in the fields of barrier construction and ecological and environmental protection. secondIt is to build an ecological environment science and technology project library.It is initially divided into six categories of projects: environmental governance, ecological protection, pollution reduction and carbon reduction, circular economy, environmental protection industry and basic topic research. Currently, 176 projects have been included in the project library, with a total investment of 43.6 billion yuan, including research on typical river and lake water ecological quality evaluation system, intelligent simulation and application of high-level protection ecological environment of beautiful rivers and lakes based on AI+ big data, and other projects related to Hulun Lake governance.

Based on your suggestions, our department will continue to do the next step together with relevant departments of the autonomous region.The first is to further play the supporting role of science and technology.Adhere to the problem and demand orientation, condense the scientific and technological needs of the ecological environment, focus on carrying out centralized research on the construction of important ecological security barriers in the north, the ecological protection and restoration of Hulun Lake, and the value realization mechanism of ecological products, strengthen the systematic integration and transformation and application of scientific and technological achievements, and solve problems through ecological and environmental scientific and technological innovation, and promote the systematicness, scientificity and accuracy of Hulun Lake governance.The second is to dynamically update the science and technology project library on a rolling basis.Incorporate qualified good projects in lake ecological environment protection and restoration, ecological security assessment, ecological product value development, environmental monitoring and early warning, etc. into the science and technology project library, and strengthen normalized and rolling project reserves. At the same time, we actively seek special funds from development and reform, finance, science and technology departments to support key projects and effectively leverage financial benefits.

3. Improve risk prevention and emergency response capabilities

The first is to establish and improve the environmental emergency management system.The "Emergency Work Manual for Environmental Emergencies in the Inner Mongolia Autonomous Region" was organized and compiled, which classified six types of environmental emergencies: tailings ponds, hazardous chemicals, hazardous waste temporary storage, sewage treatment plants, centralized surface water drinking water sources, and garbage landfills. Disposal measures and termination conditions were proposed, emergency response linkage was strengthened, and environmental emergencies were handled in a timely and scientific manner.The second is to strengthen environmental emergency response capacity building.The "Implementation Plan for Capacity Building in Environmental Emergencies in the Inner Mongolia Autonomous Region" was issued to comprehensively improve safety supervision, scientific and technological support, risk assessment, monitoring and early warning, and emergency response capabilities for environmental emergencies starting from three aspects: civil air defense, technical prevention, and material prevention.
