Exploring the technical paths and management models for ecological environment zoning management and control to promote coordinated management and control of pollution reduction and carbon reduction, Huzhou City conducts pilot exploration from three dimensions: "project environmental assessment + carbon assessment","planning environmental assessment + carbon assessment" and "three-line one single + carbon assessment", exploring the synergy effect path of pollution reduction and carbon reduction from local to overall, so as to achieve coordinated promotion of pollution reduction and carbon reduction management from macro to micro.

"We have carried out 'project environmental assessment + carbon assessment' exploration in nine key industries including thermal power, petrochemicals, chemicals, steel, nonferrous metals, building materials, papermaking, printing and dyeing, and chemical fiber, and completed 51 'project environmental assessment + carbon assessment' to control pollutants While discharging pollutants, it effectively controls the access of high-carbon emission projects, and identifies pollution reduction measures and control requirements for projects in key industries." Combining environmental assessment with carbon assessment, companies can use this to understand their own carbon emissions and carry out transformation and upgrading according to the "carbon assessment" recommendations. The Huzhou City Ecological Environment Bureau has carried out "planning environmental assessment + carbon assessment" exploration in typical parks such as the South Taihu New Area and the Yangtze River Delta (Huzhou) Industrial Cooperation Zone to open up pollution reduction and carbon reduction channels between different industries and different fields in the park, and promote the recycling of resources in the park.

Pan Ming told reporters that Huzhou has gone through three years of exploration and demonstration by combining environmental assessment with carbon assessment.
