The development of ecological and environmental protection industries promotes green and low-carbon transformation of the economy and society
In recent years, Chongqing City has unswervingly followed the path of ecological priority and green development, accelerated the development of ecological and environmental protection industries, and effectively promoted the green and low-carbon transformation of the economy and society.
First, the technological innovation of enterprises has achieved remarkable results. The city's environmental protection enterprises have thoroughly implemented the innovation-driven development strategy, continued to increase scientific and technological innovation, and steadily improved their core competitiveness. In 2023, there will be a total of 2989 patents authorized in the city's entire industry during the year, and the average number of patents authorized per unit will be approximately two. Second, industrial support policies continue to improve. The "Work Plan for the Treatment of New Pollutants in Chongqing City","Implementation Plan for the Coordination and Efficiency of Pollution and Carbon Reduction in Chongqing City" and "Action Plan for the Battle of Ecological Protection in the Yangtze River Economic Belt (2023-2027)" were issued. Focusing on Chongqing's construction of a green finance reform and innovation pilot zone, it issued implementation rules, clarified business guidelines such as the expected income rights of forestry carbon sinks, emission rights mortgage loan business, and green vehicle supply chain, and issued ten articles for financial support for the green development of Chongqing's industry.
The third is to contribute to overall stability to economic and social development. The city's environmental protection enterprises actively provide services for the green transformation of various enterprises. In 2023, the city will cultivate 54 new national-level green factories, a year-on-year increase of 67%. The environmental protection industry continues to help Chongqing promote water control, gas control, soil control, waste control, plastic control, mountain control, bank control, city control, and rural governance, and the quality of the ecological environment continues to improve.

Under the guidance of the new goals, the development focus, fundamental driving force, and effective path of the ecological and environmental protection industry in Chongqing City are undergoing unprecedented changes. The industrial demand side has gradually shifted from supporting the battle against pollution to supporting the construction of beautiful Chongqing and achieving the "double carbon" goal; the focus of industrial development has shifted from terminal management of single environmental factors to comprehensive management of cross-domain, multi-factor, and system-coordinated; the industrial field has expanded to Source prevention and control, cleaner production recycling, ecological restoration, and areas related to carbon neutrality.
Faced with new trends and new requirements, Chongqing City's ecological and environmental protection industry must seize opportunities, follow the trend, and continue to innovate.
The first is to innovate development methods, promote comprehensive green transformation and high-quality development of the ecological and environmental protection industry, and build a high-tech, composite, high-quality, sustainable and integrated ecological and environmental protection industry system.
Cultivate high-level innovative research teams. Relying on the Talent Program to introduce and cultivate leading talents and teams in ecological and environmental science and technology. In high-level talent projects such as the selection of leading talents and the recommendation of postdoctoral workstations, we should appropriately favor ecological and environmental protection enterprises and talents, and improve salary and other aspects of treatment.
Cultivate national key disciplines. Promote discipline construction and the establishment of major scientific and technological projects in the fields of the Three Gorges ecological environment, mountain disasters and environment, and carry out basic scientific and technological research such as water pollution processes and control, ecological processes and reconstruction, mountain surface biological processes and ecological control, mountain disasters and surface processes, and environmental health. Use the high-end equipment manufacturing industry as a carrier to promote the manufacturing of high-end environmental protection equipment. Guided by the new energy industry, we will develop industries related to comprehensive utilization of resources. Develop the environmentally friendly new material industry guided by new materials. Develop biodiversity protection and ecosystem management industries guided by genetic technology, and promote industrial integrated development.
Relying on advantageous enterprises, we will promote the branding and high-end development of sewage treatment equipment, water pollution monitoring/testing equipment, waste incineration power generation, and intelligent monitoring equipment. Actively develop soil pollution detection and restoration equipment, mine reclamation and ecological restoration technical equipment, noise and vibration control equipment, and promote the manufacturing of key equipment. Comprehensively improve the supply capabilities of environmentally friendly drugs and environmentally friendly materials in the fields of water, soil, noise, atmosphere, and solid pollution prevention and monitoring, and focus on the development of reagents, water treatment membrane materials and emergency response of water pollution accidents that are compatible with pollution control equipment. Functional materials to promote the manufacturing of core reagents and materials.
Chengdu and Chongqing have jointly built a smart cloud platform for environmental protection equipment to promote the "Internet +" reconstruction of the ecological and environmental protection equipment manufacturing industry, realize digitalization of design, intelligent products, production automation and management networking, and promote the intelligence of the ecological and environmental protection industry.

Build a big data center for the ecological environment in Chengdu-Chongqing region.
