In order to promote comprehensive green transformation of the economy and society and accelerate the promotion of energy conservation and carbon reduction in the construction sector in the region, the "Implementation Plan for the Inner Mongolia Autonomous Region to Accelerate Energy Conservation and Carbon Reduction in the Construction Sector"(hereinafter referred to as the "Implementation Plan") was recently issued and implemented.
The "Implementation Plan" clarifies that by 2025, the district's energy conservation and carbon reduction institutional system in the construction sector will be more complete. New urban buildings will fully implement green building standards. Newly built ultra-low energy consumption and near-zero energy consumption building areas will exceed 300,000 square meters, completing the completion of existing buildings. The energy-saving renovation area will increase by more than 5 million square meters compared with 2023. The proportion of electricity consumption in building energy will strive to exceed 40%. The replacement rate of renewable energy in urban buildings will steadily increase. Positive progress has been made in energy conservation and carbon reduction in the construction sector. By 2027, the scale of energy-saving renovations of existing buildings will be further expanded, a number of ultra-low-energy buildings will be built, the building energy structure will be more optimized, green, low-carbon and high-quality buildings will achieve large-scale development, and remarkable results will be achieved in energy conservation and carbon reduction in the construction field.
Focusing on the goal, the autonomous region will focus on 13 key tasks such as improving the level of energy conservation and carbon reduction in new urban buildings, promoting the renovation and upgrading of existing urban buildings, strengthening energy conservation and carbon reduction management in building operations, promoting the low-carbon transformation of building energy, and strengthening the promotion and application of building photovoltaics., and further clarifying the responsible units according to the division of responsibilities.
According to the "Implementation Plan", the autonomous region will improve the technical standard system related to ultra-low-energy buildings and green buildings, encourage government-invested public welfare buildings to be built according to ultra-low-energy building standards, and continue to increase the proportion of mid-star green buildings in new buildings. Comprehensively carry out a survey of existing buildings in cities and towns, and establish a database and project reserve database for energy-saving and carbon-reduction renovation of buildings at the municipal level. Promote clean heating in rural and pastoral areas, encourage the use of renewable energy such as electricity, natural gas and solar energy according to local conditions, and reduce the use of coal combustion. Guide Baotou City, Ordos City and Chifeng High-tech Industrial Development Zone to carry out national carbon peak pilot construction. Focusing on green and low-carbon buildings, green building materials and other fields, we organize and implement a number of autonomous region science and technology plan projects to solve key technical problems in the industry, promote the iterative renewal of new products and new technologies, and promote the widespread application of low-carbon and zero-carbon technologies in the construction field. Accelerate the establishment of a carbon emission accounting method system for the construction industry in the autonomous region, organize the preparation of local standards such as the "Carbon Emission Calculation Standards for Energy-Saving Renovation of Existing Buildings","Carbon Emission Calculation Standards for Prefabricated Buildings" and "Carbon Emission Calculation Standards for Urban Municipal Bridges", and support the autonomous region to focus on promoting Energy consumption Dual control shifts to dual control of carbon emissions to lay a solid foundation for carbon emission statistical accounting work. Make overall use of existing fiscal, taxation, finance, investment, price and other policies to support qualified energy conservation and carbon reduction projects in the construction sector, and implement preferential tax policies to support building energy conservation and encourage comprehensive utilization of resources.
