It is necessary to focus on the need to promote the modernization of ecological and environmental governance systems and governance capabilities, introduce emission standards to adapt to the new situation for some key industries, further improve relevant pollutant emission control projects and control requirements, and improve ecological and environmental standards for accurate, scientific and legal pollution control. It is necessary to fill in the gaps and shortcomings of existing ecological and environmental standards, expand coverage and fields, enhance coordination and compatibility, and further standardize the discharge behavior of enterprises, institutions and other producers and operators. In recent years, Hebei Province has compiled and issued A standards for seven key industries such as steel, clarifying 353 specific indicators in eight aspects including energy conservation, carbon reduction, and environmental management. Organize enterprises to compare the A-creation standards item by item, prepare a "one enterprise, one policy" A-creation plan, and clarify the improvement path, improvement measures and completion time limit, so that enterprises can "make less detours and spend less wasted money."

In recent years, Guizhou Province has promulgated and implemented standards such as the "Regulations on Environmental Protection of Maotai-flavor Liquor Production in the Chishui River Basin of Guizhou Province","Technical Standard System for Daqu Maotai-flavor Liquor in Renhuai Production Area" and "Comprehensive Base Liquor for Renhuai Daqu Maotai-flavor Liquor", which have effectively forced liquor companies to make structural adjustments and promoted liquor companies to achieve high-quality development of clusters.
