Strengthen a promising government and guide the synergy and efficiency of various policies.Promote the market-oriented reform of the natural resource property rights system and land, labor, capital, technology and other factors, and strike a good combination of related policies such as land use, industrial development, environmental protection investment, equity transactions, and financial innovation.
