Zhu Meina pointed out that measurement is an important support and guarantee to ensure accurate carbon market data and provides an accurate yardstick for carbon market construction. Standards are the basic guidelines and basis for realizing carbon market transactions and provide effective guidelines for carbon market construction. Certification, accreditation and inspection and testing are important means to enhance confidence in carbon market trading and provide fair assessment for carbon market construction. The State Administration for Market Supervision and Administration has successively issued the "Implementation Plan for Establishing and Improving Carbon Peak and Carbon Neutralization Standard Measurement Systems","Guidelines for the Construction of Carbon Peak and Carbon Neutralization Standard Measurement Systems", and the State Administration for Market Supervision on Coordinating the Use of Quality Certification Services Carbon Peak and Carbon Neutralization Implementation Opinions ", and the" Action Plan on Further Strengthening the Construction of Carbon Peak and Carbon Neutralization Standard Measurement Systems (2024-2025)"important documents to support the construction of the carbon market.

Zhu Meina introduced that in recent years, my country's carbon emission measurement technology has been continuously consolidated. So far, 11 national measurement benchmarks related to carbon emissions, 71 types of measurement benchmark signs and 134 types of standards have been approved, and the transmission and traceability of carbon emission quantity and quality have been continuously established and improved. system. Carbon emission-related standards have been continuously improved. National standards for greenhouse gas emission accounting in 18 key industries such as power generation, steel, and coal and emission reduction assessment standards for three types of projects have been issued. At the same time, local standards related to carbon peak and carbon neutrality have also been formulated. 1703 items and 255 related group standards have effectively solved the problem of lack of greenhouse gas emission standards and inconsistent accounting methods. The role of inspection, testing, certification and accreditation continues to be played. It is clear that certification and verification institutions will be included in certification institutions for management, supervision and random inspections of carbon emission verification, inspection and testing institutions and ecological environment monitoring institutions will be organized, and carbon data fraud will be severely cracked down. At the same time, the "Notice on Clarifying the Filing Requirements for Direct Carbon-Related Certification Rules" was issued to build a carbon peak and carbon neutrality certification system that combines direct and indirect carbon-related, unified national implementation and independent institutional development.

Zhu Meina proposed that in the next step, the State Administration for Market Supervision and Administration will continue to cooperate with the Ministry of Ecology and Environment and relevant departments to actively carry out carbon market construction.

The first is to further consolidate the basic capabilities of measurement. Jointly issued the "Guidance Catalogue for Building Carbon Emission Measurement Capacity" with the National Development and Reform Commission and the Ministry of Ecology and Environment to provide specific reference and guidance for building carbon emission measurement capabilities of measurement institutions at all levels and key emission units. At the same time, we will strengthen the construction of the National Carbon Measurement Center, focus on the needs of thermal power generation, non-ferrous metals and other industries, help enterprises establish and improve carbon measurement systems, improve carbon emission accounting and monitoring capabilities, organize quality measurement capabilities, and organize direct measurement and indirect accounting data comparison and verification to continuously improve the quality of carbon emission data.

The second is to further increase the intensity of standard supply. Explore and improve the construction of a standard system related to direct measurement of carbon dioxide, and support the construction of a carbon emission statistical monitoring and accounting reporting system that combines direct measurement and indirect accounting. Actively participate in the formulation and revision of international standards organizations in the fields of carbon peaking and carbon neutrality, promote the development of international standards in the fields of carbon accounting, carbon footprint, carbon emissions, etc., make full use of the role of standardized multilateral and bilateral cooperation mechanisms, and strengthen exchanges with the international carbon trading market. Cooperation, continuously enhance the voice and influence of my country's carbon trading market.

The third is to further strengthen the role of certification and accreditation. Strengthen the supervision of certification and verification institutions and activities, carry out qualification approval work in strict accordance with the certification and verification institutions and approval procedures, establish a certification and verification technical committee, ensure the standardization and effectiveness of the certification and verification work, and strengthen exchanges with relevant international parties. Cooperation to track international carbon-related management systems, certification rules and implementation results, and promote international convergence of carbon peaking, carbon neutrality and mutual recognition of results.
