Jiaxing releases a dynamic update plan for ecological environment zoning management and control
The reporter recently learned from the Ecological Environment Bureau of Jiaxing City, Zhejiang Province, that in conjunction with the latest achievements such as land spatial planning, optimization and integration plan for nature reserves, demarcation and calibration plan for drinking water source protection areas, and integration and improvement plan for development zones (parks), Jiaxing has formulated and released the "Dynamic Update Plan for Ecological Environment Zoning Management and Control"(hereinafter referred to as the "Update Plan") for prefecture-level cities, delimiting a total of 169 land ecological environment management and control units and 4 sea ecological environment management and control units.
"With the release of various '14th Five-Year Plan' special plans and a new round of land and space plans, and in accordance with the deployment requirements of the Ministry of Ecology and Environment and the Zhejiang Province Department of Ecology and Environment, our city launched the ecological environment zoning management and control dynamic update work in May last year, and the implementation update plan was officially issued in July this year." Shen Songmei, director of the Environmental Impact Assessment and Emissions Management Division of the Jiaxing City Ecological Environment Bureau, introduced that this dynamic update plan updates the ecological protection red line, environmental quality bottom line, resource utilization online and ecological environment access list in accordance with relevant national and provincial requirements.
The reporter saw in the "Update Plan" that among the 169 land ecological and environmental management and control units, the priority protection units increased by 3.98 square kilometers compared with the previous round, mainly increasing the protection of ecological functional areas such as wetland parks, and new control requirements such as invasive control of alien species and carbon sequestration and enrichment in forestry wetlands have been added to the access list of the area.
Linhu Provincial Wetland Park located in Youchegang Town, Xiuzhou District was included in the land priority protection unit in this dynamic update. It has dense river networks, many lakes and rich species diversity. The adjustment from the original general control unit to a priority protection unit not only further guarantees the ecological protection of the wetland system, but also puts forward more refined and stricter management requirements for local government departments.
Among the key management and control units, the area of key management and control units for industrial clusters in Jiaxing City has increased by 3.01 square kilometers compared with the original plan. New management and control requirements such as green carbon reduction technology transformation, strict control of "two high" industries, and carbon emission evaluation of key industries have been added, and they have connected with the management and control requirements such as the construction of water-saving parks and the construction of "zero-direct sewage discharge areas" in industrial parks (industrial enterprises). While strengthening the protection of ecological areas, Jiaxing has also optimized areas with prominent contradictions in environmental access for some projects based on the needs of social and economic development, activating new momentum for green development.
"Policy documents related to energy conservation, emission reduction, and green and low-carbon transformation have put forward new requirements for ecological and environmental protection." Shen Songmei said,"After the adjustment, it can also create some space for the economic development of Jiaxing City."
The update of the access list generally focuses on air quality improvement, pollution prevention and control in key areas, key time periods, and key industries, new pollutant management, green, low-carbon, energy conservation and emission reduction, etc., which reflects that government departments will make good use of ecological environment zoning management and control This "green yardstick" helps high-quality development of the urban economy and promotes industrial transformation and upgrading.
After this "Update Plan" is officially implemented at the end of August, it will strengthen the rigid constraints of zoning management and control, give full play to the ecologically oriented role of the results of zoning management and control of the ecological environment, and support high-quality economic development with high-level protection of the ecological environment. Shen Songmei said that the access list is the bottom line and principle. On this basis, counties (cities, districts) can combine local ecological environment quality improvement and risk prevention and control requirements to compile differentiated ecological environment access lists with local characteristics."In specific management and control units, various localities can also put forward more detailed requirements in terms of spatial layout, pollutant emissions, risk prevention and control, resource development, etc. for specific regions, industries, and protected objects."
