According to reports, since 2000, Shanghai has achieved remarkable results in the comprehensive improvement of the city's ecological environment through the rolling implementation of eight rounds of three-year environmental protection action plans. In conjunction with the "Implementation Opinions on Comprehensively Promoting the Construction of Beautiful Shanghai and Building a Modern International Metropolis with the Harmonious Coexistence of Man and Nature"(hereinafter referred to as the "Implementation Opinions") issued in May this year, Shanghai upgraded the original three-year environmental protection action plan system to Beautiful Shanghai. Combined with the phased goals of the Implementation Opinions for 2027, the Action Plan clarifies a number of goals to be achieved by 2026, including: the city's coal consumption in primary energy consumption remains below 30%, and the carbon emission intensity has steadily declined; PM2.5 strives to be no higher than 28 micrograms/cubic meter, the proportion of excellent water quality in important water bodies will be maintained at around 95%, the safe utilization rate of contaminated cultivated land and key construction land will be maintained at 100%, and the proportion of "waste-free cities" construction will reach about 80%.; The per capita park green area reaches 9.5 square meters, and the proportion of green transportation trips in central Urban area reaches more than 75%.
According to reports, the 33 specific tasks proposed in the "Action Plan" are closely combined with the characteristics of the stages in the next three years, and three key points have been clarified. The first is to highlight the core of high-level protection to promote high-quality development, the second is to highlight the in-depth implementation of the important concept of people's cities, and the third is to highlight institutional guarantees and policy innovation.
Specifically, in terms of ecological space management, the "Action Plan" proposes to improve the ecological environment zoning management and control system and promote the "one map" connection between ecological environment zoning management and control and land and space planning. In terms of promoting green and low-carbon transformation, the "Action Plan" starts from six aspects: dual control of carbon emissions management, energy structure, industrial structure, green transportation, urban and rural construction and resource utilization. It proposes that by 2025, all buses will be electrified. At the same time, the "Action Plan" clearly states that we must continue to fight the battle to defend blue skies, clear waters, and pure land, and promote the strengthening of comprehensive management of sea areas and the management of solid waste and new pollutants. Promote the construction of more than 50 quiet communities within three years; comprehensively promote the census and remediation of mixed rain and sewage, achieving that the proportion of drainage users meeting the standards exceeds 90% and the proportion of drainage zoning meeting the standards exceeds 80%; by 2025, the city's construction waste will be recycled. The comprehensive utilization rate reaches 93%, and the recycling treatment rate of house demolition and decoration waste reaches 75%, realizing the full utilization of waste concrete.
In terms of improving the living environment, the "Action Plan" clearly stipulates that about 6 kilometers of new waterfronts along the Huangpu River will be added, 300 beautiful neighborhoods will be built, 18 new Huanshang parks will be added, and 350 kilometers of greenways will be built. The comprehensive utilization rate of grain and oil crop stalks will remain above 98%, the waste mulch film will be basically fully recycled, and the recycling rate of pesticide packaging waste will remain above 99%.
In addition, the Action Plan also clarifies tasks and goals in terms of ecological and environmental security, ecological culture construction, and ecological co-governance, co-construction and sharing.
