Traditional hazardous waste disposal enterprises generally adopt incineration and landfill disposal methods. Waste production and waste enterprises have to pay expensive disposal costs and also cause huge waste of resources. Beibei District of Chongqing City actively explores resource utilization paths of oily iron filings, helps the construction of a "waste-free city", and promotes the construction of Chongqing Qingling Foundry Co., Ltd.(hereinafter referred to as Qingling Foundry) oily iron filings exemption hazardous waste utilization project. The annual collection, transportation and disposal capacity of oily iron filings reaches 5000 tons, realizing "internal circulation" of comprehensive utilization of hazardous waste.
In order to benefit local exemption enterprises and waste-producing units and generate benefits, and form a recycling mechanism for upstream and downstream resources in the industrial chain, the Beibei District Ecological Environment Bureau actively connects with the Chongqing City Ecological Environment Bureau and the Jiulongpo District Ecological Environment Bureau to contact Qingling Foundry for discussions and technical exchanges, and organize experts to fully demonstrate the feasibility of the utilization of oily iron filings, pollutant emission control and other factors to help enterprises find solutions. In October 2022, the hazardous waste business license was approved for exemption from oily iron filings. The exemption amount of oily iron filings was 5000 tons/year. The company's problem of disposing oily iron filings was successfully solved. Using the "point-to-point" recycling method within the group, it effectively reduces corporate costs, alleviates corporate operating pressure, and strengthens the cooperation stickiness among various units of the group.
In the past, Qingling Casting used a cold-wind cupola for smelting. The air volume in the furnace was large and the wind pressure was high. Lightly weight substances (such as iron filings, nodulizer, etc.) could easily enter the dust removal system with the wind, causing great waste. Only raw materials such as bulk and heavy pig iron blocks and packaged scrap steel were used. In 2022, Qingling Foundry will implement technical transformation, eliminate the original two cupolas, replace traditional coke with clean electricity, reduce coke use by more than 7000 tons per year, and reduce carbon emissions by 8000 tons. The concentrations of sulfur dioxide, nitrogen oxides and particulate matter are lower than 30% of the standards of Chongqing City's "Emission Standard for Air Pollutants for Industrial Kilns"(DB50/659-2016). Due to significant changes in the smelting process, the selection range of smelting materials is wider, and conditions are available for using iron filings as smelting materials. Oil-containing iron filings are pressed, deoiled and then returned to the furnace, greatly improving the solid waste disposal rate and resource recycling rate. At the same time, the company canceled the coated sand production process and upgraded the pouring waste gas control measures for GF and KW lines to reduce VOCs and particulate matter emissions from the source and further reduce the impact on the external environment.
While implementing the hazardous waste exemption and utilization management policy, the District Ecological Environment Bureau takes strengthening services to enterprises and the masses as its work orientation to promote the standardized management of hazardous waste in enterprises. Guide enterprises to build oil-containing iron filings storage sites in accordance with the "Standards for Pollution Control of Hazardous Waste Storage" to achieve four precautions (wind, rain, sun, and leakage prevention); set up signs and signs as required, establish a standardized management system, and realize Special personnel are assigned to ensure storage safety. A complete management system, ledger and handover procedures have been established from the loading, warehousing, and warehousing of oily iron filings to the use of the workshop. Those who do not meet the exemption conditions and establish the warehousing standard for oily iron filings will be returned. Standardized management will be carried out throughout the entire process, and complete environmental protection facilities and emergency facilities will be established at the same time.
Today, Qingling Automobile (Group) Co., Ltd. is a key enterprise in Jiulongpo District. Its five subsidiaries, including Qingling Automobile Co., Ltd. and Isuzu (China) Engine Co., Ltd., produce about 3000 tons of oily iron filings every year. Chongqing Qingling Casting Co., Ltd., as a subsidiary of Qingling (Automobile) Group Co., Ltd., is a traditional casting enterprise in Beibei District. Its main raw materials include pig iron, scrap steel, etc., with an annual output of 60,000 tons of cast iron. Using hazardous waste exemption methods can help companies better reuse oily iron filings and achieve true "internal circulation". Due to the impact of the market, the production volume of each unit of the Group decreased. In 2023, a total of 1143 tons of oily iron filings will be utilized and disposed of, saving a cumulative cost of more than 2 million yuan. Effectively reduce costs and increase efficiency, relieve operating pressure, and promote green development of enterprises. The exemption from the utilization of oily iron filings will help further promote the implementation of circular economy and clean production, and provide strong support for the improvement of solid waste resource utilization in the city.
