Building a green and intelligent digital ecological civilization is an inherent requirement for achieving economic transformation and upgrading and high-quality development. At present, many places in my country have comprehensively utilized technologies such as big data, artificial intelligence and blockchain to promote ecological governance, which not only provides technical support for deepening the battle against pollution and building a digital governance system for Beautiful China, but also helps to continuously improve the level and efficiency of "government services with one network, one network for supervision and governance, and one network for coordination of administrative operations". With "more data running to help the masses run less errands," we have achieved collaborative and efficient management of the ecological environment and government operations.
However, we must also see that my country's digital ecological civilization construction started late and there are still many problems and deficiencies. The main manifestations are:
First, the digitalization of the ecological environment is not forward-looking, basic capabilities are weak, capital investment is insufficient, and it lacks all-round, intelligent and precise ecosystem perception capabilities. Second, the ecological environment resource data system is not sound enough, and cross-level, cross-region, cross-system, cross-department, and cross-business coordination is insufficient. Third, monitoring data systems such as the construction of big data platforms and pollution traceability analysis have not yet been established.
At present, ecological and environmental protection is in a critical period of digital transformation. It is urgent to accelerate the deep integration of digital technology and digital means with ecological and environmental protection, promote the digitalization of all aspects of ecological and environmental services, monitoring, supervision, and decision-making, and build a smart and efficient ecological and environmental management The information system uses digitalization to lead greening and greening to drive digitalization, providing strong support for deepening the battle against pollution and achieving the goal of Beautiful China.
The first is to build an integrated ecological environment monitoring system. Comprehensive environmental monitoring methods such as remote sensing, navigation, drones, and ground station monitoring, relying on big data technology and digital integrated platform to achieve real-time dynamic monitoring of ecological and environmental indicators in air, water, soil, etc., and do a good job in human behavior and nature. Ecological risk monitoring and evaluation of phenomena, achieve integrated dynamic monitoring and regulation, and provide a true, accurate, complete, fast and new "set of data" foundation for intelligent supervision of the ecological environment, scientific decision-making, and social services.
The second is to promote the collection and exchange of ecological and environmental big data. Comprehensively collect environmental data such as environmental quality, pollution sources, sewage outlets, and ecological environment functional zoning, strengthen data connectivity with natural resources, water conservancy, meteorology, energy, agriculture, forestry, transportation and other fields, promote the integration of multi-source data, and share resources, complement each other's advantages, and promote coordinated management, precise management, and overall improvement of the regional ecological environment.
The third is to improve the digital and intelligent level of comprehensive ecological environment management and decision-making. Promote the digital and intelligent construction of the ecological environment, give full play to the potential and value of data elements, improve the capabilities of overall planning, monitoring and perception, early warning and forecasting, situation analysis and judgment, risk prevention, emergency response and supervision and law enforcement, and better transform the advantages of data resources into Ecological environmental governance effectiveness, use digital technology to help modernize ecological environmental governance capabilities.
The fourth is to create a new scene of digital green life. Relying on the ecological environment monitoring network and digital means such as carbon emission sensing and carbon footprint tracking, we will carry out carbon emission monitoring in key industries, industries, parks, etc. to accelerate the construction of ecological cities. Advocate digital and green life and create a green and low-carbon community. Guide the public to establish a digital green way of thinking.
