1. Suggestions on simultaneously considering emission reduction and exchange increase and comprehensively implementing policies

The Autonomous Region Department of Ecology and Environment actively cooperates with the Autonomous Region Forestry and Grassland Bureau to promote forestry carbon sink trading. On October 15, 2023, the People's Government of the Autonomous Region issued (Internal Affairs Office Fa [2023] No. 20) to develop forestry carbon sink projects and methodologies, expand consumption channels for various forestry carbon sink products, and strengthen forestry carbon sink transaction management, cultivate the forestry carbon sink market and promote the value of forest ecological benefits. In order to implement the "Inner Mongolia Autonomous Region Promotion Plan for Forestry Carbon Sink Trading Work", first, to reserve voluntary greenhouse gas emission reduction projects, in 2024, the Autonomous Region Department of Ecology and Environment will cooperate with the Autonomous Region Forestry and Grassland Bureau to formulate and issue the "Key Points for Carbon Sink Work in the Autonomous Region in 2024"(Nei Lin Cao Ban Fa [2024] No. 81) to scientifically and orderly develop carbon sink products under different mechanisms. It is understood that the autonomous region is currently developing a total of 13 CCER afforestation carbon sink projects, covering an area of 1.24 million acres. The second is to promote the development of methodologies. Hulunbeir City launched the implementation of the "Grassland Ecosystem Restoration Carbon Sink Methodology Project", and Ordos City launched the "Research on Methodology for Monitoring and Measuring Shrub Vegetation Carbon Sink."

2. Suggestions on establishing diversified carbon benefits

Carbon inclusiveness refers to the use of relevant business incentives, policy incentives and trading mechanisms to drive society to participate extensively in carbon emission reduction work, promote the control of greenhouse gas emissions and increase carbon sinks. The Autonomous Region's Department of Ecology and Environment organized the preparation of the "Carbon Inclusive Trading Management Measures" to promote the establishment of a voluntary carbon inclusive emission reduction mechanism in our region. Through the implementation of carbon inclusive, it promotes all sectors of society to participate in energy conservation, emission reduction and low-carbon life, and encourages enterprises to develop clean energy conservation and emission reduction projects such as substitution, resource conservation and intensive recycling, and promotes the formation of a carbon inclusive mechanism guided by the government, market operation, and extensive participation of the whole society.
