According to the "Implementation Plan on Establishing and Improving the Value of Ecological Products and Realizing Value" issued by the General Office of the Party Committee and Government of the Autonomous Region (issued by the Internal Party Office)20225No.) and the "Implementation Plan on Establishing and Improving the Value Realization Mechanism of Ecological Products Key Work Division Plan"(Basic Words for Internal Development and Reform)2022653No.), our department is responsible for improving the ecological protection compensation mechanism, improving the ecological damage compensation system, promoting carbon emission rights trading, improving emission rights trading and other related work.

1. Ecological protection compensation work

(1) Promote the establishment of horizontal ecological compensation for upstream and downstream across provinces in river basins

2023On September 4, 2008, the People's Government of the Inner Mongolia Autonomous Region and the People's Government of the Ningxia Hui Autonomous Region signed the "Horizontal Ecological Compensation Agreement for the Yellow River Basin (Ningxia-Inner Mongolia Section)", promoting the implementation of the agreement based on the principle of "sharing protection responsibilities, co-governance of the basin environment, and sharing ecological benefits." The two regions each invest 50 million yuan each year, and a total of 100 million yuan is arranged for comprehensive management of water pollution in the basin, ecological and environmental protection capacity building, etc.

2024On March 27, 2008, the People's Government of the Inner Mongolia Autonomous Region and the People's Governments of Shanxi Province and Shaanxi Province signed the "Horizontal Ecological Compensation Agreement for the Yellow River Basin (Shanxi-Shaanxi-Mongolia Section)", promoting the implementation of the agreement based on the principle of "shared protection responsibilities, co-governance of the basin environment, and sharing ecological benefits." Our district invests 50 million yuan every year, and Shanxi and Shaanxi provinces each allocate 25 million yuan for comprehensive environmental management, water pollution prevention and control, ecological compensation and other related work in the basin.

(2) Promote the establishment of a horizontal ecological compensation mechanism in the Yellow River Basin in the autonomous region

2023On April 18, 2013, the Autonomous Region Department of Finance, in conjunction with the Department of Ecology and Environment, the Department of Water Resources, and the Forestry and Grassland Bureau, issued the "Detailed Rules for the Implementation of the Horizontal Ecological Compensation Mechanism in the Yellow River Basin of Yanhuangmeng City, Inner Mongolia Autonomous Region"(Neicai Huanzi [2023] No. 438), setting up four assessment indicators, namely, water conservation indicator (weight 30%), water quality improvement indicator (weight 25%), water use efficiency indicator (weight 30%), and other adjustment coefficient (weight 15%). The autonomous region's finance contributes 150 million yuan every year, and the seven league cities along the Yellow River each contribute 8 million yuan, totaling 206 million yuan to establish a horizontal ecological compensation fund for the Yellow River Basin in the autonomous region. Funds will be coordinated for the construction of projects such as the rectification of outstanding ecological and environmental problems, local supporting of national ecological protection and restoration projects, conservation and intensive use of water resources, and comprehensive management of the water environment.

2. Ecological damage compensation work

(1) Strengthen the construction of the compensation system for ecological and environmental damage

Promote the standardization of compensation for ecological and environmental damage in the region. In January 2022, the General Office of the People's Government of the Autonomous Region issued the "Regulations on Compensation for Ecological and Environmental Damage in the Inner Mongolia Autonomous Region (Trial)", which stipulates the investigation of ecological and environmental damage compensation cases within the administrative region of the autonomous region, the identification and evaluation of ecological and environmental damage, compensation consultation, restoration supervision and management, etc.; In June 2023, ecological environment, natural resources, housing and urban and rural construction, water conservancy and other departments and units jointly formulated and issued the "Implementation of the Regulations on Compensation for Ecological and Environmental Damage", which comprehensively clarified and clarified the responsibilities and tasks of the ecological environment, natural resources, housing and construction, water conservancy, agriculture, agriculture and animal husbandry, forestry and grass, public security, judicial departments and other departments, the two courts and the two courts of law, inspection courts and cities, and each league and city, and established working mechanisms such as clue screening and transfer, supervision and assessment, and regular reporting to promote the in-depth reform of the ecological and environmental damage compensation system.

(2)Strengthen the research and formulation of local standards for judicial identification of ecological and environmental damage

2024In 2009, the "Technical Regulations for Determining Sample Areas and Setting up Sample Patterns for Field Investigation of Ecological Damage" drafted by Inner Mongolia Inner Mongolia Environmental Damage Judicial Expertise Center and the "Technical Specifications for Judicial Expertise of Grassland Ecological Environment Damage" drafted by Inner Mongolia Environmental Damage Judicial Expertise Center were included in the autonomous region's local standard formulation and revision project plan, which are recommended local standards. The research and formulation of standards will play an important role in the qualitative, quantitative and legal and compliance claims of grassland ecological damage in our region.

3.Carbon emissions trading work

Actively promote forestry carbon sink trading, continuously expand the consumption channels of forestry carbon sink products, and promote the realization of forestry carbon sink value.

In the second compliance cycle of the national carbon market (2021-2022), emission control enterprises in our district purchased a total of 435,600 tons of voluntary emission reductions (CCER) for compliance. At present, the supply of voluntary emission reductions (CCERs) such as forestry carbon sinks exceeds demand, the market demand is large, and the consumption channels are smooth.

second isActively study the national forestry carbon sink policy and provide good service support. On October 19, 2023, the Ministry of Ecology and Environment and the State Administration for Market Regulation issued the Measures for the Management of Voluntary Greenhouse Gas Emission Reduction Trading (Trial Implementation) stipulates the management requirements for the approval and registration of voluntary greenhouse gas emission reduction projects, including forestry carbon sinks, verification and registration of emission reductions, and emission reduction trading. The Autonomous Region Department of Ecology and Environment immediately organized and carried out relevant training through online meetings + live broadcasts, and invited experts from the National Climate Strategy Center and Beijing Green Exchange to interpret the "Management Measures for Voluntary Greenhouse Gas Emission Reduction Trading (Trial)" in detail. Introducing the operation process of the national voluntary greenhouse gas emission reduction registration system and trading system, more than 700 people from ecological and environment departments, key emission units, and market participants at all levels participated in the training, effectively guiding the society to actively participate in voluntary emission reduction actions and promoting emission control. Enterprises actively purchase voluntary emission reductions in forestry carbon sinks.

third isTake the initiative to guide emission control enterprises in our region in the national carbon market to actively purchase voluntary emission reductions (CCERs) such as forestry carbon sinks for compliance. Continue to deeply participate in the national carbon market industry expansion research, actively seek industry expansion pilots from the country, and expand the consumption capacity of voluntary emission reduction (CCER) such as forestry carbon sinks. Formulate the "Guiding Opinions on Deepening the Construction of Forest and Grassland Carbon Inclusive Mechanism in Inner Mongolia" to promote the consumption of forest and grassland carbon inclusive projects from various aspects such as promoting voluntary carbon neutrality, expanding carbon sink + consumption scenarios, and piloting individual emission reduction scenarios.

4.Emissions trading work

2010In August 2008, our district was included in the national pilot category of "emissions trading". The Party Committee and Government of the autonomous region attached great importance to the pilot work and successively formulated and issued supporting documents such as implementation plans, management methods, and management rules for the paid use and trading of emission rights of major pollutants, and independently developed and completed supporting emission rights trading platform systems such as comprehensive transaction management, comprehensive reserve management, and electronic auction. Our district follows the principle of "hierarchical management" and has now realized the paid use of emission rights for new expansion and expansion projects approved by the state and autonomous regions and the paid use of existing pollutant discharge units (some thermal power companies). At the league and city level, only Wuhai City currently implements paid use of emission rights, and Ordos City will stop piloting in 2019. League cities that have not carried out pilot projects still implement free allocation of emission rights. Since the pilot was launched, as of the end of March 2024, the district has organized a total of 944 projects to carry out paid use of emission rights. The emission rights indicators for paid use are 147,600 tons of sulfur dioxide, 199,700 tons of nitrogen oxides, and chemical oxygen demand. 2,658.56 tons, ammonia nitrogen is 221.22 tons, and the total amount of paid use is 458 million yuan.

During the pilot process, our district strictly implemented national policies and proactively tried to explore in accordance with the requirements of the Ministry of Ecology and Environment, achieving positive results:one isPromote environmental improvement and enhance environmental awareness. 458 million yuan of paid use funds for emission rights of major pollutants in our district, all of which were paid into the special financial account. Through the implementation of pilot projects for paid use and trading of emission rights, the concept of "limited, valuable, and paid" environmental capacity resources has gradually been deeply rooted in the hearts of the people.second isStrengthen basic research and enhance innovation capabilities. Research on the calculation of the autonomous region's atmospheric environmental capacity, the calculation of surface water environmental capacity, the emission reduction of total pollutants in livestock and poultry breeding, and the cross-industry and cross-regional emission rights trading policy of volatile organic compounds have been carried out to provide technical and theoretical support for the emission reduction of major pollutants and the promotion of emission rights trading pilots.third isEstablish a purchasing and storage system to achieve a virtuous cycle. Make full use of the results achieved in reducing the total amount of major pollutants in our district, adjusting the industrial structure and eliminating backward production capacity, and promptly implement the implementation of repurchase and reserve of emission reduction and surplus emission rights indicators formed on the market such as eliminating backward and excess production capacity projects and projects that cannot be built after approval. So far, the repurchase of emission rights for 15 projects has been completed, with a total of 7,548.59 tons and 12,087.35 tons of sulfur dioxide, nitrogen oxides, chemical oxygen demand, ammonia nitrogen, 728.43 tons, 77.75 tons, and the expenditure repurchase amount was 16.7043 million yuan.
