We have received the "Proposal on Implementing Forest and Grassland Carbon Sink Measurement and Solidly Improving Forest and Grassland Carbon Sink Capacity" submitted by your committee. Our office attaches great importance to it and carefully studies and handles it. Now we reply on the relevant practice of actively promoting forestry carbon sink trading as follows:

The Autonomous Region Department of Ecology and Environment actively cooperates with the Forestry and Grassland Bureau to promote the practice of forestry carbon sink trading. On October 15, 2023, the People's Government of the Autonomous Region issued the "Promotion Plan for Forestry Carbon sink Trading in Inner Mongolia Autonomous Region"(Internal Affairs Ban Fa [2023] No. 20), promoting the value of forest ecological benefits by developing forestry carbon sink projects and methodologies, expanding consumption channels for various forestry carbon sink products, and cultivating the forestry carbon sink market. In 2024, the Department of Ecology and Environment of the Autonomous Region will cooperate with the Forestry and Grassland Bureau to formulate and issue the "Key Points for Carbon Carbon Sinking Work in the Autonomous Region in 2024"(Nei Grassland Ban Fa [2024] No. 81), promote the formulation of the "Implementation Plan on Promoting Inclusive Policies for Forest and Grassland Carbon", and explore and expand forestry carbon sink product consumption channels. Organize the district to carry out special business training for emission control enterprises included in the national carbon market, guide and help emission control enterprises to open voluntary emission reduction (CCER) accounts for purchasing forestry carbon sinks and other voluntary emission reductions, and guide enterprises to purchase certified voluntary emission reductions for compliance. Emission control enterprises can consume nearly 25 million tons of voluntary emission reductions such as forestry carbon sinks and use them for mandatory performance in the national carbon market. In the second compliance cycle of the national carbon market (2021-2022), emission control enterprises in our district purchased a total of 435,600 tons of voluntary emission reductions for compliance.

In the next step, the Autonomous Region Department of Ecology and Environment will anchor the goal of reaching carbon peaking, further promote the implementation of the "Inner Mongolia Autonomous Region Forestry Carbon Carbon Exchange Trading Promotion Plan", continuously expand the consumption channels of forestry carbon sink products, issue the "Carbon Inclusive Trading Management Measures" and "Implementation Plan on Promoting Forest and Grassland Carbon Inclusive", organize and develop carbon inclusive methodologies, and standardize carbon inclusive projects (Including forestry carbon sink projects) development and emission reduction verification work procedures, strengthen the quality supervision and management of carbon inclusive projects and forestry carbon sink projects, promote carbon emission reduction in the whole society, and support the realization of carbon peak goals.
