The Development and Reform Commission, the Department of Industry and Information Technology, and the Energy Bureau of the Inner Mongolia Autonomous Region recently jointly issued the "Several Measures on Establishing a Compulsory Consumption Mechanism for Renewable Energy and Electricity by High-Energy-Consumption Enterprises"(hereinafter referred to as the "Measures"), aiming to focus on controlling fossil energy consumption. Guided by consumption, consolidating the responsibility of renewable energy and electricity consumption of high-energy-consuming enterprises, and laying a solid working foundation for establishing a new mechanism for comprehensive transformation from dual control of energy consumption to dual control of carbon emissions.
According to reports, Inner Mongolia Autonomous Region, as an important national energy and strategic resource base, has huge potential for renewable energy development. It is also a typical resource-based area with relatively concentrated energy-consuming industries. Under the policy background of "double carbon" goals, dual control of energy consumption, and dual control of carbon emissions, high-energy-consuming industries urgently need to achieve green and low-carbon transformation.
The "Measures" consist of four parts: strengthening compulsory consumption of renewable energy and electricity, improving the renewable energy and electricity consumption accounting system, consolidating the foundation of compulsory consumption of renewable energy and electricity, and strengthening the application of results. They also further clarify the implementation of existing high-energy-consuming enterprises. Compulsory consumption mechanism for renewable energy and electricity, implementation of a commitment system for renewable energy and electricity consumption for new high-energy-consuming projects, clarifying the accounting scope of renewable energy and electricity consumption of enterprises, and avoiding double counting of electricity corresponding to green certificates. Eight measures include finding out the energy efficiency background of high-energy-consuming enterprises, strengthening the supervision of renewable energy power consumption scheduling, improving the assessment system for energy-saving targets in alliances and cities, and strengthening incentives and constraints.
Previously, in order to make full use of non-fossil energy and not be included in the total energy consumption and intensity control policy, and accelerate the transition to dual control of total carbon emissions and intensity, green electricity consumption identification was carried out first,"Interim Measures for the Management of Voluntary Identification of Green Electricity Consumption in Inner Mongolia Autonomous Region"(hereinafter referred to as the "Measures") were officially implemented on October 1 this year. Green electricity consumption certification not only plays the government's guiding role, but also mobilizes the enthusiasm of energy-users, and jointly explores green electricity consumption certification and provides valuable pilot experience for the construction of a green electricity consumption certification mechanism.
The "Measures" are another reform and innovative measure in green electricity consumption in Inner Mongolia following the "Measures", launching a combination of voluntary recognition of green electricity consumption + compulsory consumption. By implementing the mandatory consumption of renewable energy power by existing high-energy-consuming enterprises and the renewable energy power consumption commitment system for new high-energy-consuming projects, both existing projects and new projects have been included in the coverage of the mechanism, which will promote the construction of new energy projects., improve the green competitiveness of high-energy-consuming enterprises in the region, promote the transformation of high-energy-consuming, high-emission, and low-level industries into high-energy-efficient, high-"green electricity ", and low-emission industries, and intensify efforts to complete the" 14th Five-Year Plan "target task of reducing energy consumption intensity. It is of great significance to promote the comprehensive green transformation of economic and social development.
In the next step, relevant departments of the Inner Mongolia Autonomous Region will study and formulate green power substitution implementation plans for key high-energy-consuming industries, and clarify the responsibilities and weights of renewable energy power consumption in different regions. At the same time, we will carry out energy audits and energy efficiency diagnoses according to local conditions, strengthen renewable energy power dispatch supervision, adhere to equal emphasis on incentives and constraints, and ensure the implementation of the Measures.
