The "Proposal on Improving the" Double Carbon "System and Mechanism and Industrial Service System" put forward by your unit at the Second Session of the 12th CPPCC Autonomous Region focuses on the actual situation of the "Double Carbon" work in our district and points out the "Double Carbon" system and mechanism. Four aspects of the industrial service system need to be solved urgently, and six specific opinions and suggestions are put forward. They are important to improving the green and low-carbon development mechanism in our district. Assisting the ecological protection and construction of high-quality development pilot areas in the Yellow River Basin has important guidance and reference significance. 1. Take the carbon emission rights reform as an opportunity to improve relevant regulatory systems

2. Fully integrate into the national carbon emissions trading market

3. Take multiple measures to improve the quality of carbon emission data
Data quality is the lifeline for the stable operation of the national carbon market, and the Party Central Committee and the State Council have high priority.Pay attention to the quality of carbon emission data, and carefully organize in order to improve the quality of carbon emission data in our regionCarry out carbon verification and review, complete the verification (review) of the annual greenhouse gas emission reports of key emission units in the region's seven major industries such as power generation and steel on time every year, and evaluate the work of third-party verification (review) technical service agencies as required and disclose the evaluation results. Dynamically adjust the list of key emission units, determine the list of key emission units included in the annual greenhouse gas emission report management based on the verification of emission reports, guide key emission units to prepare data quality control plans, and submit carbon emission-related data information on time every month. Take multiple measures to ensure data quality, formulate and issue the "Autonomous Region Carbon Emission Data Management and Deposit Certificate Filling Guidelines (Trial)" and the "Autonomous Region Carbon Emission Management Work Manual (Enterprise Version)" to further standardize and refine the district's carbon emission data management requirements, guide prefectures and power generation enterprises to do a good job in monthly information-based deposit certificate work, and organize7We have trained nearly a thousand professional and technical talents at all levels and types in training courses for ability improvement. By setting up special work teams, implementing verification and group supervision, increasing the proportion of review companies, establishing a verification issue consultation mechanism, increasing training in carbon market capacity building, and carrying out provincial data quality assistance actions, we will consolidate local daily supervision responsibilities and other measures.Solid carbon market data cornerstone.
4. Promote the construction of the ecological environment governance market system
Establish a "government-bank-enterprise" cooperation mechanism, expand financial channels in the field of ecological environment, and successively cooperate with China Development Bank Ningxia Branch, Agricultural Development Bank of China Ningxia Branch, etc.10Several financial institutions have signed strategic cooperation agreements and established a project resource sharing and docking mechanism, focusing on supporting areas such as river basin water pollution prevention and control, air pollution prevention and control, soil pollution prevention and control, and comprehensive rural environment management.
