This year, 23 March marks the 64th World Meteorological Day, with the theme "On the Frontlines of Climate Action". The theme aims to call on the whole society to take urgent action to cooperate more effectively in the field of climate change mitigation and adaptation, and actively respond to the severe challenges brought by the warming earth to the survival and development of mankind.
In the climate crisis, no one is immune. Mankind has just experienced the hottest year since meteorological records began, with global average temperature and sea surface temperature breaking historical records, and many countries and regions have been hit by unusually violent high temperatures, droughts, torrential rains and floods, and extreme weather and climate events around the world have occurred frequently and repeatedly. Humanity is acutely aware of the fact that climate change, which is characterized by global warming, is intensifying and has become one of the most pressing challenges facing the world.
In response to climate change, China has a firm commitment and strong actions. President of the People's Republic of China, 2020practiceNear-flat"China will increase its nationally determined contributions, adopt more robust policies and measures, strive to peak carbon dioxide emissions before 2030, and strive to achieve carbon neutrality before 2060," he solemnly announced. "As the largest developing country in the world, China has overcome its own economic and social difficulties and implemented a series of strategies, measures and actions to address climate change, achieving positive results and demonstrating its responsibility as a responsible major country. Under the strong leadership of the CPC Central Committee and the State Council, China will achieve the world's highest reduction in carbon emission intensity, and achieve carbon neutrality in the shortest time in the world's history.
As the basic and leading scientific and technological support department for the country's response to climate change, the China Meteorological Administration resolutely implements the decisions and arrangements of the CPC Central Committee and the State Council, actively participates in global climate governance, and always fights at the forefront of climate action with an open mind, innovative ideas and pragmatic measures, providing strong scientific and technological support for the modernization of harmonious coexistence between man and nature, and contributing Chinese wisdom and Chinese solutions to the global response to climate change.
Build the first line of defense for meteorological disaster prevention and mitigation, and effectively deal with extreme weather. In the context of global warming, extreme weather and climate events are increasing and intensifying. Extreme precipitation events in China have increased by 8% on average every 10 years, and unconventional extreme weather has occurred from time to time, and phenomena such as droughts and floods, cold and heat have become more frequent. At the same time, all economic and social fields are becoming more and more sensitive to disastrous weather, and promoting high-quality development and ensuring people's happiness and well-being put forward higher requirements for meteorological forecasting and forecasting services. We adhere to the bottom-line thinking and limit thinking, give full play to the role of meteorological disaster prevention and mitigation as the first line of defense, continuously improve the ability of precision monitoring, accurate forecasting and fine service, further improve the linkage mechanism of meteorological disaster prevention and mitigation, and strive to strengthen climate change science education, enhance public awareness of disaster prevention and reduction, and promote the whole society to effectively resist disaster risks.
Mining climate resources and escorting the development of new quality productivity. New quality productivity is itself green productivity. Actively developing clean energy and promoting green and low-carbon economic and social transformation have become the general consensus of the international community to respond to global climate change. In order to find out the "bottom line", we carry out a national survey and evaluation of wind and solar energy resources, draw a refined solar energy resource map, and provide meteorological element forecasts and power generation power forecasts from minutes to hours to months and quarters for any new energy station, effectively supporting the national wind and solar energy and other new energy layout and scheduling. We promote the realization of the value of climate and ecological products, and create climate and ecological brands such as "China's Natural Oxygen Bar", "Summer Tourism Destination" and "China's Climate Livable Cities (Counties)" according to local conditions, so as to help local governments transform ecological value into economic value based on local resource endowments and industrial foundations.
Uphold a global perspective and deeply participate in climate governance. We attach great importance to greenhouse gas monitoring, and have built a network of atmospheric background observation stations consisting of one global atmospheric background station and six regional atmospheric background stations, and a number of high-precision greenhouse gas observation stations continue to provide data support for the evaluation of the effectiveness of China's carbon peak and carbon neutrality actions and carbon emission accounting. We are deeply involved in the scientific assessment of global climate change, and as the leading domestic organization of the Intergovernmental Panel on Climate Change (IPCC) of the United Nations, we have recommended Chinese scientists to be elected as co-chairs of IPCC Working Group I for five consecutive terms, and more and more Chinese authors have participated in the preparation of assessment reports. We are deeply engaged in global monitoring, global forecasting, and global services, and practice the concept of a community with a shared future for mankind with practical actions, and the Fengyun meteorological satellite provides services to nearly 130 countries and regions around the world.
Looking to the future, the China Meteorological Administration will continue to stay at the forefront of climate action, take on the important task of scientific and technological innovation, and build an independent, self-reliant, open and integrated, With the modernization of meteorological science and technology capabilities and the modernization of social services as the starting point, the vibrant innovation ecosystem will continue to strengthen the research on the mechanism of climate change, vigorously promote the research and development and application of new artificial intelligence technologies, strengthen climate risk management and early warning, continue to expand the path of realizing the value of ecological products, strongly support the cultivation and growth of new quality productivity, effectively help the construction of a modern industrial system, and actively promote the green and low-carbon development of the economy and society.
practiceNear-flatThe President pointed out that the earth is one big family, mankind is a community, and climate change is a common challenge facing all mankind, and mankind should cooperate to deal with it. The 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) completed the first global stocktake of the implementation of the Paris Agreement, which revealed that there is still a large gap between the adaptation and mitigation commitments currently undertaken by the international community and the actions needed to address long-term risks and the goals of the Paris Agreement. The China Meteorological Administration will work together with all parties in China to continuously increase international cooperation, fully and deeply integrate into global climate governance, and strive to make greater contributions to building a clean and beautiful world and protecting the home of mankind on earth.
