Recently, the National Development and Reform Commission, the Ministry of Ecology and Environment, the National Bureau of Statistics, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the State Administration for Market Regulation, and the National Energy Administration jointly issued the "Work Plan for Improving the Carbon Emissions Statistical Accounting System"(hereinafter referred to as the "Plan").
The "Plan" proposes two main goals. The first stage is that by 2025, the national and provincial carbon emission annual report and express reporting systems will be fully established, a number of industry enterprises carbon emission accounting standards and product carbon footprint accounting standards will be released and implemented, and positive progress will be made in the construction of the product carbon footprint management system. The national greenhouse gas emission factor database has been basically completed and regularly updated, and the level of carbon emission-related measurement, testing, monitoring and analysis capabilities has been significantly improved.
The second stage is that by 2030, the construction of a complete and systematic carbon emission statistical accounting system will be completed, the national and provincial carbon emission statistical accounting systems will be fully established and effectively operated, the carbon emission accounting standards and rules in key industry areas will be more complete, and the carbon emission management capabilities of key energy and carbon emission units have been significantly improved, the product carbon footprint management system has been more complete, and carbon emission data can effectively meet the carbon emission control requirements at all levels, fields, and industries.
As an important supporting document for building a dual carbon emission control system, the "Plan" focuses on serving local carbon assessment, industry carbon control, enterprise carbon management, project carbon evaluation, product carbon footprint and other tasks, focusing on promoting the improvement of regions, industries, enterprises, Project, product-level carbon emission accounting systems and standards, and deploys 23 specific tasks in 8 aspects.
The first is to improve the regional carbon emission statistical accounting system. Establish an annual report and express report system for carbon emission data, compile national greenhouse gas inventories year by year, encourage all regions to formulate statistical accounting methods for carbon emissions in areas below the provincial level, and promote the preparation of energy balance sheets or simple energy balance sheets at prefecture and municipal levels.
The second is to improve the carbon emission accounting mechanism in key industry areas. Give full play to the role of industry authorities and industry associations, carry out carbon emission accounting in key industry areas, and establish data sharing and joint supervision mechanisms.
The third is to improve corporate carbon emission accounting methods. Organize the formulation and revision of carbon emission accounting standards and technical specifications for enterprises in key industries, and study the requirements for enterprises to use non-fossil energy electricity, carbon capture, utilization and storage, and carbon sink related accounting methods.
The fourth is to build a project carbon emissions and carbon emission reduction accounting system. Study and formulate project carbon emission accounting guidelines, set carbon emission access levels for key industry projects, etc.
The fifth is to establish and improve the carbon footprint management system. Issue national standards such as the General Rules for Quantitative Requirements for Product Carbon Footprint, and strengthen the capacity building of product carbon footprint accounting.
Sixth, build a national greenhouse gas emission factor database. Announcement of the carbon emission factors of a number of major energy categories and key basic products as soon as possible, and regularly update the average power emission factors and fossil energy power emission factors across the country and provincial regions.
The seventh is to promote the application of advanced technologies and new methodological research. Establish a carbon emission accounting mechanism based on big power data, improve the "electricity-carbon analysis model", study and establish carbon emission prediction and early warning models, and build a high-precision greenhouse gas observation station network and a three-dimensional monitoring system.
Eighth, strengthen international cooperation. Strengthen the connection between carbon emission accounting rules and international communication, and carry out international cooperation in basic capacity building.
In the next step, the National Development and Reform Commission will play its "double carbon" coordination responsibilities and strengthen work coordination and scheduling implementation. First, establish a coordination mechanism for carbon emission statistical accounting work, coordinate important policies, strengthen data management and shared application, and promote the formation of work synergy; The second is to guide various regions to formulate specific plans, strengthen scheduling inspection, supervision and assistance, and promote local governments to accelerate the implementation of relevant requirements based on actual conditions; The third is to promote all relevant departments to implement tasks, make up for shortcomings in the system, strengthen publicity and training, continue to consolidate the foundation of work, and build a systematic and complete carbon emission statistical accounting system as soon as possible.
