On May 15, the 2024 "National Low Carbon Day" Sichuan main event hosted by the Sichuan Provincial Department of Ecology and Environment and the Department of Economy and Information Technology was held in Chengdu. The event released six results, including the 2023 Progress Report on Climate Change in Sichuan Province, some of which were released for the first time in Sichuan.
In response to climate change, Sichuan has basically completed the construction of a "1+N" policy system for carbon peak and carbon neutrality
According to the 2023 Sichuan Provincial Climate Change Monitoring Bulletin by the Sichuan Provincial Climate Center, the average temperature in Sichuan in 2023 is 16.1°C, 0.9°C higher, the warmest year since 1961. Experts said that due to the complex topography, diverse climate types and wide distribution of disasters, Sichuan is vulnerable to extreme weather and climate events such as heavy rains and floods, droughts, high temperatures and heat waves in the context of climate change, and it is urgent to take action to deal with climate change.
According to the "Top Ten Events in Sichuan Province in Response to Climate Change in 2023" released by the Sichuan Provincial Department of Ecology and Environment, Sichuan basically completed the construction of the "1+N" policy system for carbon peak and carbon neutrality last year. For example, the first provincial action plan for adaptation to climate change, the first batch of energy-saving and carbon-reduction benchmarking enterprises, the first national collaborative innovation pilot for pollution reduction and carbon reduction, the first international large-scale sports event to achieve carbon neutrality in the western region, and the first 100% compliance in the national carbon market for the first time, demonstrating the leading and influential response to climate change in our province.
It is understood that Sichuan is actively adapting to climate change. Establish a prediction model for forest fires in Panxi area, complete the research on the impact of climate change on the surface water resources of Zoige wetland, and normalize the prevention and control of forest and grassland fires. The construction of major water conservancy projects such as the first phase and second step of the Xiangjiaba Irrigation Area, the Third Dam Reservoir, and the Mishi Reservoir was started, and the water resources allocation (bundling) project in the Anning River Basin was promoted by category. Enhance the level of urban safety and resilience, speed up the implementation of multi-energy complementary power supply projects and interconnection and mutual aid power grid projects, and the proportion of urban built-up areas in the province that meet the requirements of sponge city construction will reach more than 35%.
Multi-point breakthroughs in carbon reduction: Sichuan issued the country's first green design guidelines for local industrial products
Industry is the focus of green and low-carbon transformation. At the event, the Sichuan Provincial Department of Economy and Information Technology and the Provincial Market Supervision Bureau issued the country's first green design guidelines for local industrial products, guiding industrial enterprises to accelerate the green transformation and upgrading of the whole life cycle of products under the guidance of green design concepts. For the projects that have been built, the energy efficiency level of the province's key industries released by the Provincial Energy Conservation Regulatory Affairs Center shows that the overall energy efficiency level of Sichuan calcium carbide, yellow phosphorus, urea, sanitary ceramics, electrolytic aluminum and short-process steelmaking industry is better than that of other industries, and more than 30% of the production capacity has reached the benchmark level, laying the foundation for the reduction of energy consumption intensity.
Energy is the core of carbon peak and carbon neutrality. In terms of clean energy production, the installed capacity of renewable electricity in the province exceeded 100 million kilowatts, accounting for 86.7% of the installed capacity. In terms of clean energy support, Chengdu ranks among the top 10 cities in China's new energy industry agglomeration, the annual output value of Yibin's power battery industry has exceeded 100 billion, the added value of the province's green and low-carbon advantageous industries above designated size has increased by 11.9% year-on-year, and the import and export of electric manned vehicles, lithium battery materials, solar cells and other foreign trade "new three" have increased by 77.6%, 44.5% and 22.2% respectively. In terms of clean energy applications, the coverage rate of charging piles in 165 pairs of expressway service areas has reached 100%, and the number of new energy buses and cruise taxis in the province has accounted for more than 66% and 40% respectively. In addition to deepening carbon reduction.
The capacity of the carbon market has been steadily improved: 100% of the carbon market has been complied with
Building a more effective, dynamic and internationally influential carbon market is an important task for the construction of a beautiful China. According to the province's first carbon market capacity improvement action assessment report released by the Provincial Institute of Environmental Policy Research and Planning, Sichuan carbon market capacity building activities have been widely carried out in recent years, and positive progress has been made in the preparation of policy standards, data quality management, financial product innovation, judicial guarantee services, and institutional team building.
It is understood that in 2023, Sichuan will launch the "one enterprise, one policy" to improve the capacity of the carbon market, and all 42 power generation companies will complete the quota payment and compliance on time and in full, achieving 100% compliance of the quota. 30 power generation companies participated in carbon emission trading, with a turnover of 3.57 million tons and a turnover of 240 million yuan. The local greenhouse gas voluntary emission reduction trading market traded 2.143 million tons of nationally certified voluntary emission reductions, with a bilateral turnover of about 317 million yuan, ranking third in the country in terms of annual trading volume.
