On November 1, the State Council Information Office held a foreign media exchange meeting. Xia Yingxian, Director of the Climate Change Response Department of the Ministry of Ecology and Environment, attended the exchange meeting to introduce green and low-carbon development and work related to climate change and answer questions from reporters.

Xia Yingxian introduced that China has always attached great importance to addressing climate change and has continuously achieved new results in addressing climate change. China has implemented the Interim Regulations on the Administration of Carbon Emissions Trading and issued the "Measures for the Administration of Voluntary Greenhouse Gas Emission Reduction Trading"(trial) and supporting policy documents, and formulated the "Implementation Plan on Establishing a Carbon Footprint Management System". Carbon dioxide emissions per unit of GDP continue to decrease, carbon market mechanisms continue to improve, and basic capabilities such as carbon emission statistical accounting have been significantly improved.

Some reporters are concerned about the progress of China's work on South-South cooperation in addressing climate change. Xia Yingxian told reporters that China continues to carry out South-South cooperation on climate change, and provides support to relevant developing countries in improving their capabilities to respond to climate change through cooperation in building low-carbon demonstration zones and carrying out climate mitigation and adaptation projects. So far, China has signed 53 memorandums of understanding on South-South cooperation on climate change with 42 developing countries, carried out nearly 100 climate change mitigation and adaptation projects, helping developing countries such as least developed countries, African countries, and small island countries improve their ability to respond to climate change and contribute to global climate change.

Regarding the upcoming United Nations Climate Change Conference (COP29) At the Baku Conference, Xia Yingxian introduced that the Ministry of Ecology and Environment, together with the Ministry of Foreign Affairs, will organize relevant departments and research units to participate in a delegation to work with all parties to promote COP29 to establish new collective quantitative goals for climate finance, implement the "United Arab Emirates Consensus", and promote the implementation of the "Paris Agreement" goals, fully support the presidency of Azerbaijan, and promote COP29 to achieve positive results.
