Etuoke Banner, Ordos City, Inner Mongolia Autonomous Region, has two "difficulties".

As a highly competitive and influential county economy in the Inner Mongolia Autonomous Region with the coordinated development strategy of Hohhot, Baotou and Hubei and the western "Small Triangle" economic circle, Otok is an important part of Wuhai and surrounding areas. It is also an important national energy base and an important growth pole for the economic belt along the Yellow River. However, the five traditional industries of "coal, electricity, metallurgy, chemicals, and building materials" also make it a large proportion of heavy industry here, with outstanding characteristics of high energy consumption, high emissions, and high carbonization. The green and low-carbon development of the industry faces arduous challenges.

At the same time, Etuoke Banner is located in the northwest of Mu Us Sandy Land, along the Yellow River. This is a natural possession of the West Ordos National Nature Reserve and the Dinosaur Relics National Nature Reserve. It is home to the tertiary plants of tetragyrus and semidiana and other national key protected rare flora groups. There are more than 20 species such as Qingyang and Aihu in the territory., and more than 30 species of birds such as swans and wild ducks. The fragile ecological environment and prominent ecological status make Otok's ecological and environmental protection work arduous.

On the one hand, there is huge development potential, and on the other hand, there is a fragile ecological environment. Otok did not work hard along the old road, nor was it timid or stopped moving forward. Instead, it bravely shouldered important responsibilities, worked hard, and coordinated development. The relationship between protection, actively create a demonstration model for low-carbon development of high-carbon and high-energy-carrying industrial parks in the west, effectively build the Otok Defense Line, an important ecological security barrier in the north of the motherland, and promote the ecological environment from quantitative change to qualitative change.

The foundation of transformation lies in the way of development. Otok insists on promoting low-carbon energy. All six green electricity substitution projects planned to be implemented in 2024 have been launched, and it is expected to reduce carbon dioxide emissions by 8.32 million tons per year. The circular economy industrial chain generates gold, promotes the extension of green coking to nylon materials, and realizes the transformation from "one gram of coal to a bundle of silk, one ton of coal to a piece of cloth". At the same time, backward production capacity will be completely eliminated and energy-saving and ultra-low emission renovations will be carried out with high standards.

The focus of the transformation is ecological and environmental protection. Otok insists on putting ecological and environmental protection in an overwhelming position and makes every effort to fight the battle against ecological and environmental protection at the "few bend" of the Yellow River. Demarcated the core area of 4.79 million acres of grassland; invested 550 million yuan to "divert water from the river to the city", and groundwater will no longer be used in the area; carried out ecological restoration and management of alkali lakes on a regular basis, and completely shut down 13 alkali making plants that illegally exploit and occupy water areas; built 70 green mines; implemented various key tasks such as air pollution prevention and control in Qimeng area.

The key to transformation lies in scientific precision. With the construction of the energy and carbon emission management and control platform system as the core, Otok has initially built an energy and carbon emission management and control cloud platform that integrates online monitoring of energy consumption, verification of carbon emission monitoring reports, and early warning and prediction of energy conservation and emission reduction indicators. Cooperated with the team of the Satellite Environmental Application Center of the Ministry of Ecology and Environment and the South China Institute of Environmental Sciences to implement the country's first "five-basics" collaborative three-dimensional atmospheric environment monitoring system and the first "environmental steward" service project in Inner Mongolia Autonomous Region. Hard work pays off. The air quality of Otok has steadily improved. For two consecutive years, the number of days with good air in the park has stabilized for more than 300 days. It has also been successfully approved as the country's first batch of collaborative innovation pilot parks for pollution reduction and carbon reduction in cities and industrial parks.

As Gao Huaijing, secretary of the Otok Banner Committee, said, the green and low-carbon transformation of economic development requires "early transformation, passive transformation, and no transformation"!
