Recently, the "Chongqing Carbon Lecture Hall" organized by the Chongqing Municipal Bureau of Ecology and Environment visited the Wanzhou District Ecological Environment Bureau, and shared the practical experience of the "climate investment and financing pilot" and the work related to carbon benefits and near-zero carbon creation to the personnel of Wanzhou District, Yunyang County, Fengjie County, Wushan County, Wuxi County and other ecological environment systems in northeast Chongqing, helping all districts and counties in northeast Chongqing to carry out climate change work.
The northeastern area of Chongqing is the core area of the Three Gorges Reservoir area. In recent years, the northeast region of Chongqing has made every effort to build an important ecological barrier in the upper reaches of the Yangtze River, and at the same time strive to strengthen its industrial advantages, adhere to the "two-legged" path of developing emerging industries and upgrading traditional industries, promote ecological industrialization and industrial ecology, and further improve the scientific and technological content, employment capacity, environmental quality and economic, social and ecological benefits of the industry.
"But there needs to be a greater focus on tackling climate change. Luo Caihong, director of the Total and Emission Management Division (Climate Change Response Division) of the Chongqing Municipal Bureau of Ecology and Environment (hereinafter referred to as the Total Amount Division), said in the exchange that Chongqing's "14th Five-Year Plan" and the outline of the long-term goals for 2035 will "reduce carbon dioxide emissions per unit of GDP by 19.5% in 2025 compared with 2020" as a binding target, the task is arduous, and the northeast of Chongqing has great potential and is worth digging.
Luo Caihong also introduced in detail the background of the national carbon peak and carbon neutrality policy, clarified the target requirements of Chongqing's carbon dioxide emissions for the national strategic action on climate change, and combined with the regional characteristics of the industry in the northeast area of Chongqing, it provides ideas and guidance for all districts and counties to take the road of actively responding to climate change, and encourages enterprises in the area to establish green and advanced development concepts and the determination to actively respond to challenges.
Luo Caihong said that the ecological environment department, as an industry regulatory department, should strengthen the monitoring and management of corporate carbon emissions, establish and improve the carbon emission accounting system, and formulate specific carbon emission reduction plans and measures. At the same time, it is necessary to urge enterprises to strengthen energy transformation and technological innovation, promote cleaner production and energy conservation and emission reduction, actively explore new energy utilization and carbon capture technologies, and strive to reduce carbon emission intensity and improve resource utilization efficiency.
It is understood that Wanzhou District, the second largest city in Chongqing and the core area of northeast Chongqing, is one of the first batch of climate investment and financing pilots in Chongqing. In recent years, Wanzhou District has made new steps in the exploration of actively responding to climate change: promoting the approval of Wanzhou Economic and Technological Development Zone as a national recycling transformation demonstration pilot park, and successfully establishing two national green factories in Pinghu Jinlong and Schneider.
In addition, Wanzhou District continues to actively promote the application of new energy and clean energy operating vehicles. As of July 2022, a total of 647 new energy buses, 1,243 CNG taxis, and 10 pure electric online car-hailing vehicles have been put into operation, with 100% of new energy buses and 100% of CNG taxis in the region, and a total of 126 high-energy-consumption and high-pollution transport ships have been dismantled and eliminated, with a ship standardization rate of 91.4%, ranking among the top in the city.
The Aggregate Division also introduced to the participants of the ecological environment department the policy support for the climate investment and financing pilot, the use of project funds, the construction and application of the carbon benefit platform, and the promotion of near-zero carbon creation. During the exchange, the participants exchanged views on how to strengthen cooperation, improve the efficiency of project promotion, and expand cooperation areas.
