"We will focus on improving the green and low-carbon development mechanism, formulate and promulgate the" Action Plan for Green and Low-carbon Development of Manufacturing Industry ", and assist the comprehensive green transformation of economic and social development." Tao Qing, spokesperson of the Ministry of Industry and Information Technology and director of the Operation Monitoring and Coordination Bureau, said at a press conference held by the State Council Information Office on October 23.
This year, the Ministry of Industry and Information Technology, together with relevant departments, issued the "Guiding Opinions on Accelerating the Green Development of Manufacturing Industry" to strengthen the gradient cultivation of green factories and the promotion and application of energy-saving and carbon-reduction technology and equipment in the field of industry and information technology, vigorously develop green productivity, and forge industrial green Competitive advantages.
Data shows that with the joint efforts of all parties, positive progress has been made in industrial green and low-carbon development, and industrial energy conservation and carbon reduction have continued to advance. This year, 50 national green data centers have been newly cultivated, and the average renewable energy utilization rate exceeds 50%. Resource utilization efficiency continues to improve. In the first three quarters, the comprehensive utilization of industrial solid waste was approximately 1.7 billion tons. It is expected that the annual reuse rate of industrial water above designated size will exceed 94%. The cultivation of green development momentum has been accelerated. At present, the output value of national green factories has accounted for more than 18% of the total output value of the manufacturing industry. It is estimated that the total output value of the environmental protection equipment manufacturing industry will be nearly one trillion yuan throughout the year. The global market share of new green ship orders from January to September accounted for 75.9%.
In the next step, the Ministry of Industry and Information Technology will also focus on accelerating the formulation of carbon footprint accounting standards for industrial products, strengthening the construction of emerging solid waste comprehensive utilization systems, and actively promoting the application of clean, low-carbon hydrogen in the industrial field to help comprehensively green transformation of economic and social development.
For example, focusing on key products such as steel, electrolytic aluminum, lithium batteries, and new energy vehicles, accelerating the development of a number of carbon footprint accounting standards, promoting industrial enterprises to reduce carbon emissions throughout the life cycle of products, and promoting the transformation and upgrading of industrial chains and supply chains. At the same time, we will focus on used power batteries, formulate and promulgate comprehensive utilization management measures, revise and issue comprehensive utilization industry specifications, and accelerate the construction of a new recycling system. Focus on used photovoltaic modules, etc., strengthen pre-research and reserves of comprehensive utilization policies, lay out comprehensive utilization capabilities in advance, and prepare for the peak of retirement.
"We will also focus on the bottleneck constraints of clean, low-carbon hydrogen applications, further promote policy integration and innovation, accelerate their large-scale application in metallurgical, chemical, petrochemical and other industries, and achieve multi-scenario application breakthroughs in industrial green microgrids, green ships, green aviation and other fields." Tao Qing said.
