We have received the "Proposal on the Path to Realize the Value of Forestry Carbon Sink in Inner Mongolia" put forward by your committee, and now the reply is as follows:
1. Suggestions on establishing a forestry carbon sink trading mechanism
The Autonomous Region Department of Ecology and Environment actively cooperates with the Forestry and Grassland Bureau to promote forestry carbon sink trading. On October 15, 2023, the People's Government of the Autonomous Region issued the "Inner Mongolia Autonomous Region Promotion Plan"(Internal Affairs Office Fa [2023] No. 20). By developing forestry carbon sink projects and methodologies, expanding consumption channels for various forestry carbon sink products, and strengthening forestry carbon sink transaction management, we will cultivate the forestry carbon sink market and promote the value of forest ecological benefits. In order to implement the plan, first, to reserve voluntary greenhouse gas emission reduction projects, in 2024, the Autonomous Region Department of Ecology and Environment cooperated with the Forestry and Grassland Bureau to formulate and issue the "Key Points for Carbon Carbon Sinking Work in the Autonomous Region in 2024"(Nei Lofu Ban Fa [2024] No. 81), scientific and orderly Develop carbon sink products under different mechanisms, and through communication, we learned that the autonomous region currently develops a total of 13 CCER afforestation carbon sink projects, covering an area of 1.24 million acres. 2. Suggestions on establishing a forestry carbon inclusive mechanism
Carbon inclusiveness refers to the use of relevant business incentives, policy incentives and trading mechanisms to drive society to participate extensively in carbon emission reduction work, promote the control of greenhouse gas emissions and increase carbon sinks. The Autonomous Region's Department of Ecology and Environment organized the preparation of the "Carbon Inclusive Trading Management Measures" to promote the establishment of a voluntary carbon inclusive emission reduction mechanism in our region. Through the implementation of carbon inclusive, it promotes all sectors of society to participate in energy conservation, emission reduction and low-carbon life, and encourages enterprises to develop clean energy conservation and emission reduction projects such as substitution, resource conservation and intensive recycling, and promotes the formation of a carbon inclusive mechanism guided by the government, market operation, and extensive participation of the whole society.
