It is of great significance to fully utilize coal. It is of great significance to ensure the role of providing basic protection, promote the transformation of green and low-carbon energy, and develop new quality productivity.
The "Opinions" focus on pollution reduction, carbon reduction, and energy efficiency improvement, driven by innovative technologies and management, and supported by improving policies and standards. Fifteen key tasks and specific measures have been deployed in four aspects: building a green and collaborative development system, a safe and environmentally friendly production system, and clean and complete storage and transportation. System, diversified and efficient coal use system, and relevant safeguard measures have been clarified to promote the comprehensive strengthening of coal development, production, storage and transportation, Use all links of the entire chain to make clean and efficient use.
The "Opinions" propose that by 2030, the green and intelligent development capabilities of coal will be significantly enhanced, the energy consumption intensity of production will gradually decrease, the storage and transportation structure will continue to be optimized, the quality of commercial coal will be steadily improved, and the efficiency and cleanliness level of coal use in key areas will be comprehensively improved. A clean and efficient coal utilization system that is compatible with ecological priority, conservation and intensive, and green and low-carbon development has been basically completed.
