This trust is due to the active development of Tongchuan City's ecological environment credit evaluation work. In 2023, on the basis of the new version of Shaanxi's ecological environment credit evaluation management measures, Tongchuan City will first refine the evaluation, formulate an annual evaluation work plan, and then conduct environmental credit evaluation of 50 enterprises, including Tongchuan Shengwei Building Materials Co., Ltd., in accordance with the evaluation requirements.
According to the evaluation method, the ecological environment credit rating is divided into four grades, from high to low, A, B, C, and D. The evaluation implements a scoring system, with a benchmark score of 70 points, 90 points and above for grade A, 60-90 points for grade B (including 60 points), 40-60 points for grade C (including 40 points), and below 40 points for grade D. According to the administrative law enforcement and judicial information, the corresponding points will be deducted, and the corresponding points will be added according to the law-abiding and social responsibility information, and the total score of the two is the final credit rating.
"Tongchuan Shengwei building materials can be rated A-level, on the one hand, there is no environmental punishment, this is not deducted points; on the other hand, there are more bonus points, it has no illegal record for five consecutive years and normal operation, this plus 20 points, 15 points for national green factories, 10 points for provincial green mines, a total of 45 points. Three colors, according to local conditions to expand the scope of evaluation
While Tongchuan City will carry out the 2024 ecological environment credit evaluation of enterprises and institutions, Lintong District of Xi'an City, which is also in the Guanzhong region, will boldly innovate and carry out ecological and environmental credit evaluation with local characteristics.

The "three-color" management mechanism in Duan Yijie's mouth is a red, yellow and green "three-color" credit evaluation mechanism established by the Lintong Branch of the Xi'an Ecological Environment Bureau in accordance with the relevant ecological environment credit evaluation management measures of Shaanxi Province and combined with actual innovation. The bureau has established a "one enterprise and one account" for corporate environmental compliance, and evaluated the implementation of environmental compliance and pollutant discharge permit systems, the operation of sewage facilities, the disposal and treatment of solid and hazardous waste, the operation of online monitoring, environmental complaints and complaints, the implementation of the "1234" mechanism, safety risks in the field of ecological environment and the implementation of other environmental protection responsibilities. The evaluation implements a point system, with a green code of 90 points and above, a yellow code of 70-90 points, and a red code of 70 points and below.
For the participating enterprises, if there are administrative detention or environmental violation cases suspected of environmental pollution crimes, or there are eight types of situations such as tampering and falsification of automatic monitoring data, a veto will be implemented, and the enterprise assessment score will be zero, and it will be included in the environmental credit blacklist. For red, yellow and green color enterprises, the three-color module is subject to hierarchical supervision.
In this regard, Hu Xuegang, captain of the Lintong Brigade of the Xi'an Ecological and Environmental Protection Comprehensive Law Enforcement Detachment, told reporters: "There are 25 key pollutant discharge units in Lintong this year, and the key management of pollutant discharge permits this year completely overlaps with key pollutant discharge units, that is, the provincial level is only for the evaluation of the 25 enterprises, and the coverage is small, and there are many small and medium-sized enterprises in Lintong, and it is difficult to supervise. There are differences in evaluation methods, and there is no discount for enjoyment
Different environmental credit ratings have different corresponding supervision, which is almost the same for enterprises in Tongchuan and Lintong Districts of Xi'an.
The ecological and environmental departments of Tongchuan City and Lintong District of Xi'an City have given priority to enterprises with high ecological and environmental credit ratings to be included in the positive list of supervision and law enforcement, and daily supervision is mainly based on off-site inspection methods such as online data viewing, remote video surveillance, and electricity supervision, so as to reduce the frequency of on-site inspections. For enterprises with low credit ratings, Tongchuan City has strengthened supervision, and carried out assistance visits through the production of a "law enforcement supervision and assistance card", sorted out enterprise problems and difficulties, and carried out key assistance. Lintong District of Xi'an City has listed enterprises with low credit ratings as key targets for supervision, increasing the frequency of spot checks of "double randomization and one disclosure", and imposing heavy penalties on illegal acts.

In 2023, Shaanxi Province will carry out the first ecological and environmental credit evaluation, evaluating a total of 2,189 enterprises and institutions in three categories: pollutant dischargers that implement key management of pollutant discharge permits, enterprises included in the quota performance of the national carbon emission trading market, and key environmental supervision units. Among them, there are 674 A-level units, accounting for about 30 percent, 1,397 B-level units, accounting for more than 60 percent, 107 C-level units, and 11 D-level units, accounting for the smallest proportion.
