By continuously increasing investment, improving production processes, optimizing production layout, effectively fulfilling the responsibilities of central enterprises, we will go all out to ensure safety, production, and supply, and promote the coordinated development of resource development and environmental protection.
In October 2022, the National Development and Reform Commission agreed to adjust the construction scale of Manglai open-pit coal mine and supporting coal preparation plant from 5 million tons/year to 10 million tons/year; in the same month, the production capacity contained in the mining license was updated to 10 million tons/year. In 2023, the 10 million tons/year adjustment construction scale project of Manglai Open Pit Coal Mine has passed special inspections such as safety facilities, occupational disease protection facilities, environmental protection, individual project quality certification, and comprehensive completion pre-acceptance. The project successfully passed the completion acceptance in November of that year.

Manglai Open-pit Coal Mine adheres to the concept of "ecological priority and green development" and integrates the concept of building a green mine throughout production and construction. Since 2019, green mine construction projects such as Kuangqu management, environmental protection, and intelligent construction have been vigorously implemented, and the slopes, flats, and goaf of the dump have been trimmed and backfilled. The internal and external dump yards are reclaimed and greening by covering topsoil, sowing grass seeds by aerial sowing, microalgae intervention, laying willow bars, adding willow sand barriers, and adding irrigation facilities. As of 2023, a total of 64.9 million yuan has been invested, and the area under management is about 9320 acres. More than 24,000 trees such as elms, mountain peaches, sugar maple, and golden leaf elms are planted on the main roads and maintenance roads of the Kuangqu.
This year, Manglai Open-pit Coal Mine continues to increase investment in green mine construction and efforts to restore and control the ecological environment of the Kuangqu. In accordance with the requirements of green mine construction, the specific standards for tree planting and greening in the Kuangqu mining area, reclamation and greening of the inner dump, greening of the outer dump and slope management have been clarified. The annual planned ecological management area is about 3800 acres, including 1700 acres for the inner dump and 2100 acres for the north and outer dump, with more than 1400 trees planted. The investment is approximately 35.3 million yuan.
In response to the natural conditions of drought and water shortage in Sunit Left Banner, Manglai Open-pit Coal Mine cooperated with the Inner Mongolia Academy of Forestry Sciences to introduce microalgae vegetation restoration technology and strive to build a microalgae technology mine management demonstration base. Manglai Open-pit Coal Mine continues to promote the construction of a standardized production safety management system to meet standards. Manglai Open-pit Coal Mine actively promotes the construction of "two joint ventures" demonstration bases, and has built a 5MW photovoltaic project for ecological management of the dump. Manglai Open-pit Coal Mine actively responded to the strategic deployment of the "public railway" to adjust the transportation structure, and optimized the "public railway" transportation structure with the core of reducing road traffic volume and increasing railway traffic volume. In 2023, the container transportation coal volume will be 1.1054 million tons, reaching 24% of railway shipments, further accelerating the implementation of the "public to railway" policy, demonstrating the corporate responsibility to win the battle to defend the blue sky.
Manglai Open-pit Coal Mine continues to improve energy utilization efficiency, reduce wastewater and waste emissions, and conduct real-time monitoring of dust, noise, harmful gases, etc. According to the approval opinion of the Haihe Water Conservancy Committee of the Ministry of Water Resources on the 10-million-ton Manglai Open-pit Coal Mine project, three new mechanized wells were built on the basis of the original mechanized wells, effectively solving the water problem in the Kuangqu mining area. Domestic sewage is treated by an integrated sewage device, and after treatment, it is used for ground watering for dust reduction and greening, achieving harmless and zero-emission of wastewater resources. Environmental protection facilities such as dust and suppression nets are installed in the crushing station and loading system, which effectively protects and improves the ecological environment, and achieves road hardening, environmental beautification, Kuangqu lighting, and sewage purification.
