"I didn't expect to obtain the hazardous waste business license and the sewage discharge license at the same time so quickly, two or three months earlier than originally planned. The day before the project gets the certificate, we can produce and operate as soon as possible." Recently, Zhang Shengmin, head of Taizhou Jiacai Waste Materials Recycling Co., Ltd., praised the patient guidance and considerate assistance of the staff of Linhai Branch of the Ecological Environment Bureau of Taizhou City, Zhejiang Province (hereinafter referred to as Linhai Branch).

This is a vivid footnote for Linhai City to make every effort to reduce links, optimize processes, reduce time limits, improve efficiency, and optimize the business environment in the ecological environment field. In recent years, Linhai has made "subtraction" in cost reduction and "addition" in quality and efficiency improvement. Through value-added services such as hazardous waste reduction, pollution reduction and carbon reduction coordination, environmental impact assessment approval and quality improvement, it has solidly assisted enterprises in reducing costs and improving quality. Quality and efficiency increase will promote the green and low-carbon transformation of the city's economic and social development.

Resource utilization and practical measures to reduce the cost of hazardous waste disposal

"Digitalization really saves time and effort." Master Chen, a driver of Zhejiang Haichang Gas Co., Ltd., told reporters that in the past, when loading and unloading goods were entered into the factory, there were long queues of vehicles on the roads in the park. They had to wait for at least half an hour. Now it is convenient to make reservations on mobile phones, and work efficiency has been greatly improved.

Linhai City ranks first in Taizhou in the annual production and disposal volume of hazardous waste, among which enterprises in medical and chemical parks account for a large proportion. In order to reduce potential safety risks during the loading and unloading of hazardous chemicals, Linhai has created a "priority card" scenario for loading and unloading of hazardous chemicals vehicles in the Medical Chemical Park, which improves the efficiency of loading and unloading through procedures such as appointment and calling, intelligent operation, and risk prediction. The "priority card" scenario is a microcosm of digital intelligent management. With the help of digital smart management, Linhai not only strengthens the connection and collaboration between upstream and downstream enterprises in the industrial chain, between industries, between government and enterprises, and between enterprises and societies, but also achieves a reduction in energy consumption per unit of added value.

In addition to digital empowerment, in order to improve the level of resource utilization of hazardous waste, Linhai also strongly supports enterprises with large annual production of hazardous waste and single types to build hazardous waste self-disposal facilities, smooth project approval channels, and promote the city's harmless disposal of industrial hazardous waste. The rate reaches 100%. In the past two years, three new sets of hazardous waste incineration units have been built in Linhai, adding an annual hazardous waste treatment capacity of 24,100 tons/year, helping enterprises save outsourcing disposal costs by approximately 6.8 million yuan/year. Currently, the city's hazardous waste disposal capacity is 297,570 tons/year.

In addition, Linhai Branch actively responded to the call for the construction of a "waste-free city" in Zhejiang Province, carried out exemption management for targeted utilization of hazardous waste, and promoted hazardous waste generated by enterprises as alternative raw materials for environmental management or industrial raw material production in other units.

"We have piloted the 'point-to-point' targeted utilization of waste salt in four units including Haizhou Pharmaceutical, Huahai Pharmaceutical, Xinghe Environment, and Yongtai Technology. The disposal cost has been reduced from 2200 yuan/ton to 850 yuan/ton, helping companies save hazardous waste The disposal cost is approximately 11.57 million yuan/year." The relevant person in charge of Linhai Branch said.

Reduce pollution and reduce carbon emissions and increase synergy to achieve improved economic benefits of enterprises

Against the background of carbon peaking and carbon neutrality, green manufacturing is an inevitable choice for the manufacturing industry. To this end, Linhai vigorously promotes green processes and guides enterprises to update and adopt green processes or equipment such as enzyme catalysis, microchannel, and tubular reactions. Currently, 23 medical chemical products have been applied. In addition to promoting green processes, Linhai has also increased project planning, actively invited low (zero) carbon experts to carry out special guidance, deeply explored the experience and practices of low (zero) carbon work, and strived to create a model for pollution reduction and carbon reduction in Linhai.

It is reported that currently 6 pollution reduction and carbon reduction projects in Linhai have been selected as provincial benchmarks, and 1 township and 11 villages have been selected as provincial low (zero) carbon township and village creation pilots. Taizhou Bay Economic and Technological Development Zone has been identified as a provincial-level green and low-carbon industrial park, the only park in Taizhou, and has been selected as a national-level collaborative innovation pilot for pollution reduction and carbon reduction. A total of 23 key projects have been carried out, with a total investment of 3.71 billion yuan by government and enterprises. It has achieved carbon reduction by approximately 273,000 tons, effectively building a full-process, all-round and full-chain collaborative path for pollution reduction and carbon reduction in the medical and chemical industry.

Walking into Zhejiang Haichang Gas Co., Ltd., you can see the ecological "password" of Taizhou Bay Economic and Technological Development Zone in this enterprise. It is understood that the company's annual output of 30,000 tons of carbon dioxide recovery, purification and liquefaction benchmark project uses the independently developed "temperature swing adsorption +VPSA low pressure swing adsorption + catalytic oxidation + low-temperature rectification" technology to recover CO emissions from natural gas hydrogen production and methanol hydrogen production.2。This technology is better than conventional pressure swing adsorption CO2The recycling technology consumes about 50% less energy and has a recovery rate of 95%. CO can be recycled every year.2About 30,000 tons, increasing revenue by 4.5 million yuan/year.

While planning projects, we must also promote project management towards standardization. To this end, Linhai sorted out the entire chain of pollution and carbon reduction paths in the medical and chemical industry, compiled the "Technical Guidelines for Pollution and Carbon Reduction in the Pharmaceutical and Chemical Industry", issued the "Collaborative Management Measures for Pollution and Carbon Reduction in Medical and Chemical Parks", and established corporate pollutant emissions. List and carbon emission list. In addition, Linhai has also taken the lead in piloting carbon emission evaluation in the medical and chemical industry in Taizhou City, initially setting access standards for carbon emission intensity per unit of industrial added value for new reconstruction and expansion projects. Currently, it has completed carbon emission evaluations of 12 medical and chemical enterprises, providing a basis for selecting projects.

Deepen the reform of government services and reduce corporate institutional transaction costs

"As the first company to enjoy the dividends of reform, we have accelerated the EIA approval of CDMO (Innovative Drugs) projects by 90%. From the past one or two years to the present two or three months, it has helped us save more than 400,000 yuan in costs. The time and economic costs of developing innovative drugs are greatly reduced." Kong Shiwei, head of Zhejiang Langhua Pharmaceutical Co., Ltd., said happily. The company's affirmation is a vivid interpretation of Linhai's continuous deepening of the reform of government services in the ecological and environmental field in recent years, its efforts to reduce the time-limit of links and improve the quality and efficiency of administrative services.

"The CDMO (Innovative Drugs) industry is characterized by small scale, fast production speed, many product changes, high added value of products, and can use existing production workshops, production equipment and environmental protection measures for production." Wang Bin, the approval department of Linhai Branch, said that the traditional EIA approval model has a long EIA preparation cycle and high cost, which cannot meet the CDMO production characteristics and development needs of enterprises.

In order to give full play to the advantages of Taizhou's pharmaceutical industry, Linhai Branch innovated the reform of approval and supervision of pharmaceutical CDMO projects, implemented the "workshop approval + project filing" management model, established a joint joint review mechanism of "department + expert" for projects, scientifically controlled project access, and reduced enterprise illegal production risk. In January 2024,"Environmental Impact Assessment Reform of Linhai CDMO Project Helps Green Development of Medical and Chemical Enterprises" was selected as one of the ten typical cases in the field of environmental impact assessment and emission permit in Zhejiang Province in 2023.

"Not only the CDMO (innovative medicine) industry, for most companies, project environmental impact assessment approval may have technical bottlenecks." Wang Bin, the approval department of Linhai Branch, said that in order to help enterprises develop into the "fast lane", the bureau took the initiative to provide services at the forefront, intervened in project environmental assessments in advance, and provided precise services with dedicated personnel to help key projects solve technical bottlenecks and approval stuck points.

"For example, in order to speed up the progress of the New Materials Industrial Park project, we invited more than 30 domestic environmental protection experts in the fields of petrochemicals, atmosphere, soil and other fields to organize more than 20 industrial policy technical demonstrations, strictly control project access, and solve major issues of project environmental impact assessment constraints. 12, the industrial park planning environmental assessment and project environmental assessment passed the review as scheduled." Wang Bin said.

In terms of deepening the reform of government services, Linhai Branch has also explored the establishment of a "dual license and consolidated track" issuance system, which can simultaneously handle hazardous waste business licenses and pollution discharge licenses, reducing the workload and time costs of enterprises (saving at least one average service time)), providing "double insurance" for issuing certificates.

In the next step, Linhai Branch will continue to deepen value-added services in the field of ecological environment, take practical measures to help enterprises and benefit the people in a green way, provide more value-added services to enterprises, release green development momentum, and strive to create a high-quality development with the private economy. The optimal business environment that matches.
