Nansha Development Zone is located in Nansha District, Guangzhou City, located in the geometric center of the Guangdong-Hong Kong-Macao Greater Bay Area. It is a new carrier of Guangdong-Hong Kong-Macao cooperation and a hub port for the 21st Century Maritime Silk Road. Nansha Development Zone has continued to promote the construction of a green and low-carbon cycle ecological industrial model for many years. In 2022, it was awarded the title of "Ecological Civilization Construction Demonstration Zone (Ecological Industrial Park)". In 2023, it will rank among 230 national-level economic development zones across the country. The ranking jumped to seventh place. In December 2023, Nansha Development Zone was selected as one of the first batch of collaborative innovation pilot parks in the country for pollution reduction and carbon reduction.

Innovate the synergy and efficiency path of the industrial chain, promote the park to deepen the green and low-carbon circular industrial chain by optimizing the symbiotic cycle system for pollution and carbon reduction in the automobile industry, building a transmission chain for coordinated requirements for pollution and carbon reduction in the industrial chain, promoting the digitalization and low-carbon dual transformation and upgrading of the automobile manufacturing industry, and promoting green manufacturing pollution reduction. Specific work measures such as carbon coordination, promoting energy-saving and efficiency improvement transformation and upgrading of enterprises in key industries, and promoting cleaner production will promote the park to deepen the green and low-carbon circular industrial chain.

Promote the low-carbon logistics of the automobile and spare parts industry by implementing comprehensive measures such as the application of recyclable packaging materials, intelligent optimization of transportation paths, photovoltaic power generation on warehouse roofs, and clean energy substitution for transportation. Increase the promotion and application of new energy vehicles in public transportation, public affairs, rental and other fields, and develop integrated smart travel services and smart green logistics and transportation systems.

Establish a refined management system for ecological and environmental zoning management and control, and explore the integration of carbon emission evaluation into the environmental impact assessment of regional planning and construction projects. Pilot early warning (negative) lists based on ecological environment zoning in key areas and industries, incorporate refined management requirements for carbon emission intensity and total pollutant control, and establish and improve a coordinated management and control system for regional pollution reduction and carbon reduction. Collaborate to promote the collection, analysis and management of energy use data and carbon emission data, and build a "carbon footprint" traceability management system. Relying on the climate investment and financing pilot in Nansha New Area, we will guide funds to be invested in collaborative innovation areas of pollution reduction and carbon reduction to further enhance the support of green financial services.
The "Plan" also clarifies six guarantee mechanisms: strengthening organizational leadership, strengthening policy support, strengthening technical support, strengthening financial support, establishing evaluation mechanisms, and strengthening summary and promotion, strengthening overall leadership, coordinated promotion and supervision of the implementation of pilot work, and promoting various pilot work.
