Hebei Province has put forward 7 measures to strengthen the guarantee of water, electricity and heat credit, including the comprehensive implementation of joint application and installation, 3 measures to clean up and standardize the transfer of natural gas to supply and transportation around the standardization of public resource charges, 7 measures to promote the development of molten iron and road-rail combined transportation modes to promote logistics cost reduction and efficiency increase, 5 measures to fully guarantee the energy demand of low-energy and high-efficiency projects and expand the scale of green electricity trading, and 5 measures to optimize the industrial structure and 4 measures, including energy structure and transportation structure.
The "Action Plan" proposes to "strengthen the guarantee of green elements", actively participate in the construction of the national carbon trading market, further promote the market-oriented trading of emission rights, and explore and carry out energy use right trading throughout the province; Key projects such as the intensive processing of agricultural products will be allocated free of charge for energy consumption (excluding coal), multiple measures will be taken to reduce coal consumption and make room for major productivity projects, and in-depth policy publicity and business training on green electricity trading and green certificate trading will be carried out to increase the variety and frequency of green electricity trading and guide users to actively use green electricity.
