When the early morning sun shines on the shallow beaches of Oufei, Wenzhou, Zhejiang, rows of dark blue solar photovoltaic panels cover the water surface and shine brightly under the sun. A large number of ecological fish are cultivated in the waters under the solar photovoltaic panels, organically integrating new energy photovoltaic power generation with traditional fishery farming, creating a new green development path of "power generation on the board and fish farming under the board", making intensive use of the sea a reality.

In recent years, Longwan District of Wenzhou City has accelerated the "wind and light doubling project", actively promoted the application of solar photovoltaic power generation, released the "photovoltaic +" effect in coastal beaches, facility agriculture, etc., explored new models such as "complementary fishing and light" and "complementary agriculture and light", continued to export "green electricity" and light up the "green economy."

According to statistics, as of the end of 2023, two photovoltaic power stations have been built and put into operation in Longwan District, with a total installed solar photovoltaic capacity of 922,200 kilowatts, accounting for 32.81% of the installed photovoltaic capacity of Wenzhou City. In 2023, Wenzhou City's photovoltaic power generation capacity will be 278,200 kWh, of which Longwan District's photovoltaic power generation capacity will be 119,500 kWh, accounting for 42.97% of Wenzhou City's photovoltaic power generation capacity, and will continue to maintain Wenzhou City's leading position in solar photovoltaic installed capacity and power generation capacity.

The Wenzhou Taihan 550 MW fishery and light complementary power generation project located in Area 3 of Oufei Phase I was completed on December 16, 2021. It is currently the largest single fishery and light complementary project in the country and the largest tidal flat fishery and light complementary photovoltaic power generation project in Asia.

The project has a total investment of approximately 2.45 billion yuan and occupies a sea area of 469.8057 hectares. A total of 10,000 photovoltaic modules have been installed and arranged into 24 blocks for power generation. After photovoltaic power stations are connected to the grid for power generation, the average annual power generation capacity can reach 650 million kilowatt-hours, which can meet the annual electricity consumption of 130,000 households. Compared with thermal power with the same power generation capacity, the project can save 235,200 tons of standard coal every year, reduce carbon dioxide emissions by 648,000 tons, and sulfur dioxide emissions by 19,500 tons, with significant energy conservation and emission reduction benefits.

The exploration of green energy in Longwan District does not stop at the ocean. On the vast farmland in the first phase of the reclamation and production supporting area of Oufei in Longwan District, Wenzhou Letai Photovoltaic Power Generation Co., Ltd. is practicing another "sun planting" operation.

In the summer season, more than 370,000 photovoltaic panels are neatly laid on the 3399 acres of land in the Oufei Phase I reclamation production supporting area in Longwan District, constantly converting light energy into green electricity. Under the photovoltaic panels, the yellow rice is waiting to be harvested. Since the introduction of agriculture-light complementary power generation projects in the region, it has not only exported clean energy, but also broadened channels for increasing income, achieving a win-win situation of ecological and economic benefits.

In the next step, Longwan District will continue to actively promote the "scenery doubling project" and explore new paths for green development.
