(1) Selection of benchmark factories
1. Prepare a plan. Various localities organized relevant departments to prepare the "Application Report for XX Sewage Treatment Plant to Participate in Green and Low-Carbon Benchmarking Plant" based on the actual operation of the sewage treatment plants to be evaluated, and also provided basic data and supporting materials for the operation of nearby sewage treatment plants for two years. The sewage treatment plants applying for selection require a daily treatment capacity of more than 20000 cubic meters. The BOD concentration in the influent has reached more than 100 mg/liter in the past year or an increase of no less than 10 mg/liter in the past three years. The effluent water quality compliance rate and sludge harmless disposal rate have reached 100%.
2. Organize recommendations. The Provincial Development and Reform Commission, together with the competent department of housing and urban construction, conscientiously implement the review procedures and make recommendations on the best, and submit the recommendation materials to the National Development and Reform Commission. The number of recommendations in all provinces (autonomous regions, municipalities) in the eastern and central regions shall not exceed 10, and the number of recommendations in other provinces (autonomous regions, municipalities) shall not exceed 6. The deadline for application is June 30, 2024. 3. Review confirmation. The National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development will select the participating sewage treatment plants and make public confirmation. Based on the review and publicity results, a list of green and low-carbon benchmark plants for sewage treatment will be released, and relevant indicators and main practices and measures for benchmark plants will be released.
(2) Benchmarking, new expansion and expansion
All localities can organize relevant departments to benchmark the published construction and operation indicators of green and low-carbon benchmark plants, learn from relevant experience and practices, and plan to build new high-standard sewage treatment plants as needed, or implement renovation of sewage treatment plants with basic conditions for expansion and expansion. For new reconstruction and expansion projects, the "New/Reform/Expansion Plan for XX Sewage Treatment Plant" should be prepared, which should be reviewed by the Provincial Development and Reform Commission and the competent department of housing and urban construction, and recommended on the best, and the recommended materials should be submitted to the National Development and Reform Commission. Recommended new reconstruction and expansion projects should be completed before the end of 2025. The National Development and Reform Commission will organize a review of the new expansion and expansion projects of green and low-carbon benchmark plants declared by various localities, and support those that meet the requirements through special central budget investment for pollution control and ultra-long-term special treasury bonds.
