Inner Mongolia has "accelerated" the first trial to promote the transformation from dual control of energy consumption to dual control of carbon emissions

The Development and Reform Commission of the Inner Mongolia Autonomous Region recently issued the "Pilot Work Promotion Mechanism for the Transformation of Dual Control of Energy Consumption to Dual Control of Carbon Emissions in the Autonomous Region" (hereinafter referred to as the "Work Promotion Mechanism"), aiming to fully complete the task assigned by the state to Inner Mongolia to promote the dual control of energy consumption and gradually shift to dual control of carbon emissions.

It is reported that the dual control of energy consumption is an important measure to solve the tightening of resource constraints, serious environmental pollution, and reduce pollutants and greenhouse gas emissions from the source, and can also force the adjustment and upgrading of the industrial structure and energy structure, accelerate the construction of high-quality development and ecological civilization, and help achieve the "double carbon" goal. In December 2023, Inner Mongolia issued the Notice of the General Office of the People's Government of the Inner Mongolia Autonomous Region on Printing and Distributing the Pilot Work Plan for the Transition from Dual Control of Energy Consumption to Dual Control of Carbon Emissions and Key Points of Work in 2024, which comprehensively arranged and deployed the key tasks and tasks of promoting the transformation from dual control of energy consumption to dual control of carbon emissions.

The "Work Promotion Mechanism" issued this time establishes a work scheduling mechanism in the overall promotion of various tasks, establishes a consultation and coordination mechanism in consultation and research on important matters, establishes a task supervision mechanism in supervising and promoting key tasks, and establishes a request for instructions and reporting mechanism on major matters and major issues, so as to further ensure the orderly development of the work of promoting the gradual shift from dual control of energy consumption to dual control of carbon emissions in the whole region, and lay a solid foundation for the future double transfer work.

In accordance with the "Work Promotion Mechanism", Inner Mongolia has formulated two task lists on the basis of establishing and improving the mechanism, namely the task list of work points and the task list of the work plan. Among them, the task list of key points of work focuses on consolidating the basis of carbon emission statistical accounting, establishing and improving the core system of dual control of carbon emissions, improving the supporting policy system of dual control of carbon emissions, improving the regulation and control of total energy consumption and intensity, and organizing and implementing key actions and demonstration projects. At the same time, the mechanism liaison has been further clarified, the linkage between the upper and lower levels has been strengthened, and the departments have coordinated to form a joint work force to fully promote the implementation of various tasks.

In the next step, Inner Mongolia will take the work promotion mechanism as the starting point, focus on the two "task lists", strengthen overall scheduling, reverse the construction period, and wall chart operations to ensure the efficient advancement of various tasks.
