Taizhou City, Jiangsu Province recently issued the "Taizhou City Carbon Peak Implementation Plan"(hereinafter referred to as the "Implementation Plan"), determine the transformation of green and low-carbon energy, peak in key industrial industries, energy conservation, carbon reduction, quality improvement and efficiency improvement, green development in beautiful urban and rural areas, green and low-carbon transportation, circular economy to help reduce carbon, and green low-carbon Technological innovation and the creation of a low-carbon society for all people to ensure that by 2025, energy consumption per unit of GDP will drop by 13% compared with 2020. Carbon dioxide emissions per unit of GDP have completed the targets and tasks assigned by the province, laying a solid foundation for achieving carbon peak.
The "Implementation Plan" clarifies that Taizhou City should actively adjust and optimize the energy consumption structure, vigorously develop renewable energy, strictly control fossil energy consumption, promote the construction of new power systems, explore feasible paths for the development of low-wind-speed wind power projects, and build a diversified and low-carbon energy system.
It is understood that in recent years, Taizhou City has accelerated the implementation of the city's energy development plan around the "3060" goal and innovative applications of photovoltaic power. In the first half of this year, the city's new photovoltaic installed capacity exceeded 400,000 kilowatts. The "Implementation Plan" proposes to implement energy green and low-carbon transformation actions, promote the development and utilization of renewable energy, promote rooftop distributed photovoltaic projects throughout the city (district), and promote the application of "photovoltaic +" new technologies and new equipment. By 2025, The city's photovoltaic power generation installed capacity exceeds 2 million kilowatts.
To achieve the "double carbon" goal and promote green development of energy and industries, scientific and technological innovation is the key. Taizhou City will implement green and low-carbon science and technology innovation actions, adhere to forward-looking leadership, key breakthroughs, and integrated applications, focus on key core technologies of the green and low-carbon cycle, focus on energy production and consumption, and accelerate the construction of a market-oriented green and low-carbon technology innovation system.
In order to promote the green development of agriculture, Taizhou City has also launched a package of "hard core" measures: promote green prevention and control technology and advanced pesticide application machinery to control greenhouse gas and ammonia emissions in the agricultural sector; Effectively utilize agricultural and forestry residue resources to ensure that by 2025, the comprehensive utilization rate of straw will be stable at more than 95%; comprehensively promote clean agricultural production and strengthen the resource utilization of agricultural waste. By 2025, the recycling and disposal rate of pesticide packaging waste will exceed 90%.
As a traditional "strong city in construction", in recent years, Taizhou City has actively promoted the transformation and upgrading of the construction industry. According to statistics, since the "14th Five-Year Plan", the proportion of newly started prefabricated buildings in new buildings in Taizhou City has increased from 0.99% in 2016 to 42.8% in 2023. According to the "Implementation Plan", Taizhou City will fully implement green building standards and take the lead in building ultra-low energy consumption, near-zero energy consumption buildings and zero-energy consumption demonstration projects in key areas of the city. By 2025, newly built prefabricated buildings will account for no less than 50% of newly built civil buildings.
In addition to construction, transportation is also a key area for urban energy consumption and carbon emissions. The "Implementation Plan" clarifies that Taizhou City will focus on adjusting the transportation structure, upgrading transportation tools, and accelerating the construction of green and low-carbon transportation infrastructure to promote the comprehensive development of green and low-carbon transportation. By 2025, the proportion of green travel will not be less than 70%.
In addition, Taizhou City will also vigorously promote the accelerated transformation to green in areas such as clothing, food, and tourism, enhance residents 'awareness of green life, guide residents to practice green lifestyles, and comprehensively promote the green transformation of ecology, production, and life.
