1. Suggestions on actively exploring and establishing a carbon sink trading market suitable for the autonomous region.

2023In October 2010, the People's Government of the Autonomous Region issued a promotion plan for forestry carbon sink trading in the autonomous region, actively promoting intra-regional transactions through the implementation of consolidating and improving the carbon sink capacity of the forestry ecosystem, developing forestry carbon sink projects and methodologies, and innovating carbon sink product consumption channels. At the beginning of 2024, the Autonomous Region Department of Ecology and Environment cooperated with the Forestry and Grassland Bureau to formulate key points for carbon sink work in 2024, and effectively strengthen the guidance, management and supervision of the development and transaction of forest and grassland carbon sink resources. Autonomous Region Forestry and Grassland Bureau OrganizationDevelop carbon sink products scientifically and orderly. Currently, a total of 13 CCER afforestation carbon sink projects have been developed, covering an area of 1.24 million acres.The Autonomous Region's Department of Ecology and Environment promotes the construction of a carbon inclusive work system, compiles the "Opinions on Exploring and Constructing a Forest and Grassland Carbon Inclusive Mechanism", explores channels for emission reduction consumption of forest and Grassland Carbon Inclusive projects, and expands application scenarios.The second compliance cycle of the national carbon market (2021-2022Year) Our district's control enterprises purchased a total of43.56Ten thousand tons of voluntary emission reductions (CCER) for performance.

2. Suggestions on actively promoting the integration of carbon trading in the region with domestic and international carbon trading.

Baotou City is a national forestry carbon sink pilot city. Since 2021, Baotou City has actively explored new models for forest and grass carbon sink development, focusing on innovating forest and grass carbon sink regional compensation mechanisms, and innovating financial support for forest and grass carbon sink value realization methods. Among them, carrying out cross-regional cooperation on forest and grass carbon sinks is one of the eight major paths for Baotou City to promote the pilot demonstration construction of forest and grass carbon sinks. In November 2023, Baotou Forestry and Grassland Digital Carbon Tickets in Inner Mongolia were applied across provinces to offset carbon emissions at the founding ceremony and first member meeting of the Quality Inspection, Testing and Certification Association of Jiaxing City, Zhejiang Province, achieving carbon neutrality at the meeting. In addition, in June 2022, Baotou City innovated the forest and grass carbon sink asset operation model and cooperated with Suzhou City, Jiangsu Province to create Suzhou's first "zero-carbon conference" by building a new carbon neutral forest in Baotou. In June 2023, Baotou developed the country's first local forest and grass digital carbon ticket. Enterprises from other provinces such as Xiamen Hashi Technology Co., Ltd. and Dongying City Yellow River Delta Talent Group successively purchased Baotou forest and grass digital carbon tickets.

In the next step, the Department of Ecology and Environment will continue to cooperate with the Forestry and Grassland Bureau to do a good job in forestry carbon sink trading. First,Comprehensively implement the "Key Points for Carbon Sinking Work in the Autonomous Region in 2024", issue relevant institutional documents for the transaction management of carbon inclusive products, and support the development and consumption of forest and grass carbon inclusive projects. The second is to strengthen training and guidance, guide carbon market emission control companies to actively purchase voluntary emission reductions of greenhouse gases such as forestry carbon sinks, and promote the realization of the value of forestry carbon sinks.
