Xi'an builds a "4+3+3+6" collaborative innovation model for pollution and carbon reduction

The reporter learned from the government of Xi'an City, Shaanxi Province that the "Xi'an City Collaborative Innovation Pilot Implementation Plan for Pollution Reduction and Carbon Reduction"(hereinafter referred to as the "Plan") was officially issued recently to explore collaborative innovation paths for Xi'an City's economic and social development. Comprehensive green transformation and carbon peaking and carbon neutrality are achieved. By 2026, a set of collaborative innovation management mechanisms, model paths and policy measures for pollution reduction and carbon reduction will be formed, and a "4+3+3+6" collaborative innovation "Xi'an Model" for pollution reduction and carbon reduction will be built.

The "Plan" proposes to strengthen the coordinated control of air pollutants and greenhouse gases, and strengthen the coordinated control of sewage treatment, pollution reduction and carbon reduction. Vigorously promote the construction of "waste-free cities" and form a new "waste-free Xi'an" model of comprehensive management of solid waste reduction, resource utilization, harmlessness, industrialization, and socialization. By 2026, the city's comprehensive utilization rate of general industrial solid waste will reach more than 90%, and the domestic waste recycling rate will reach 40%.

In terms of promoting the green and low-carbon transformation of energy, we will strictly control fossil energy consumption and orderly advance the shutdown of some coal-fired units of Xi'an Thermal Power Co., Ltd. and Datang Baqiao Thermal Power Plant. By 2026, the city's proportion of renewable energy power generation installed capacity will increase to more than 30%, and non-fossil energy will account for more than 22% of energy consumption. By 2025, the city's new public institutions and industrial factories will strive to achieve 50% solar photovoltaic coverage on the roofs. The city will no longer build new coal-fired central heating stations, and in principle, no new gas-fired heating stations will be built. Newly built residential buildings, commercial complexes, etc. must use clean energy for heating. Vigorously promote the construction of geothermal energy heating projects, and give priority to geothermal energy heating in new buildings with conditions. By 2026, the city will add 16 million square meters of geothermal energy heating area.

The "Plan" also proposes to build a benchmark city for new energy vehicle applications by 2026. To this end, Xi'an City will focus on public sector vehicles such as public transportation, municipal sanitation, logistics and distribution, and official vehicles, vigorously promote new energy vehicles and promote the electrification of urban public service vehicles. All buses, taxis (including online ride-hailing), garbage trucks, and light sanitation vehicles added or updated every year use new energy or clean energy vehicles (including vehicles with national six emission standards, the same below). Among the new or updated logistics distribution and official vehicles each year, the proportion of new energy or clean energy vehicles is no less than 90% and 80% respectively. Promote the energy-saving and carbon-reduction transformation and upgrading of existing transportation infrastructure, and build a number of low-carbon (near-zero-carbon) stations, airports, and highway service areas. By 2026, the proportion of new energy vehicles in the city's buses will reach more than 93%, and the proportion of new energy vehicles in taxis (including online ride-hailing) will reach 90%. A total of 2495 public (special) charging stations and 35689 public (special) charging piles have been built to meet the charging (replacement) needs of 850,000 electric vehicles.

In addition, we will continue to promote mobile source management and control, encourage and support the city's automobile manufacturers to develop and produce new energy and national six emission standard trucks, and continuously increase the proportion of new energy and national six emission standard trucks in the city. By 2026, the city's new energy and national sixth emission standard trucks will account for more than 50%. Guided by the low-carbon cycle transformation of the industrial chain and supply chain, we will optimize the industrial layout, implement the closure and relocation of high-emission enterprises, promote enterprises to establish and improve energy conservation and carbon reduction management mechanisms, promote the "diagnosis + transformation" model for energy conservation and carbon reduction, and strengthen Energy conservation supervision.
