At present, all localities are actively promoting carbon peak and carbon neutrality, but the public's understanding of "dual carbon" is still superficial. When helping to promote this work, grassroots units should pay more attention to the focus and entry point, and initially form a good situation in which multiple departments participate together and the whole society reaches a consensus.
May 15 is the National Low Carbon Day, and the author is fortunate to participate in the low carbon day activities of Energy Conservation Week, which uses vivid cases of demonstration site construction to immerse the public in the practical application of pollution reduction and carbon reduction, and have a vivid and intuitive understanding of this.
Carbon peaking and carbon neutrality is a persistent, systematic and comprehensive work, and grassroots units should continue to explore and actively practice in the process of promotion.
Focus on two dimensions. One is the temporal dimension. Clarify the relationship between historical debts, current problems and future planning, continuously impose the concept of holistic governance, and use modern means to achieve the goal of high-level protection. For example, in terms of air pollution control, grassroots units should fully consider the time dimension, combine with the development needs of the enterprise itself, and seek a transition plan for technological transformation, so as to achieve the purpose of reducing carbon emissions without affecting the operation of the enterprise. The other is the spatial dimension. It covers the environmental governance of air, water, soil and other environments, based on the existing ecological environment governance achievements, constantly innovates and makes breakthroughs, makes great efforts in system governance, pays attention to the generation, emission and disposal of pollution sources throughout the life cycle and the whole industrial chain, and carries out classified policies and precise supervision in combination with the existing ecological environment zoning control. At the same time, we should strengthen the coordinated governance of regions and river basins, break administrative divisions, jointly build a working mechanism for joint protection and joint prevention and management, and share ecological and environmental data.
Pay attention to the creation of demonstration areas. Fully combine the characteristics of the region and highlight the effectiveness. Strengthen factors such as scientific research analysis and actual efficiency transformation, select a number of representative demonstration areas, and learn good experience to facilitate future promotion and popularization. For example, in light of the characteristics of the suburbs, in addition to the supervision and management of the emission reduction list of enterprises, Qingpu District of Shanghai pays attention to the pollution and carbon reduction work of agriculture and the living environment of the market town area, and selects the Qingpu District Modern Agricultural Park and two residential communities respectively to take the lead in carrying out demonstration construction. In the agricultural park, the waste straw of rice is used as the medium to plant edible fungi, and 4002 kg of straw can be used in 1 mu of edible fungus bed, and the waste fungus sticks after the harvest of edible fungi are made into organic fertilizer and returned to the field, which can effectively increase the content of soil organic carbon and increase the soil carbon sink.
Pay attention to the promotion of carbon inclusiveness. In order to continuously cultivate the public's concept of green and low-carbon environment and enhance the conscious awareness of social co-governance, it is necessary to increase efforts to promote the development of emission reduction scenarios and penetrate from clothing, food, housing and transportation in an all-round way. In addition, for different audience groups, adopt more effective publicity and guidance methods. At present, Shanghai has issued five documents, including the "Shanghai Carbon Inclusive Management Measures (Trial)" and the "Shanghai Carbon Inclusive Methodology Development and Application Guidelines (Trial)". In the future, policy incentives will be given through green travel, off-peak electricity consumption, and planting greenery to increase carbon sinks, so as to truly benefit the public.
