Daqing in the eyes of Lao Shi has long since changed from a wasteland to a green and livable environment. "Now there is no problem wearing a white coat for a week." Change in green

Daqing's green change began in 1978.
On September 14 of that year, Comrade Deng Xiaoping inspected Daqing for the third time and gave instructions earnestly: "Daqing Oilfield must be built into a beautiful large oil field."
The earnest instructions have injected impetus into Daqing's environmental protection work to forge ahead--
In 1979, the Environmental Protection Law of the People's Republic of China (Trial Implementation) was promulgated, giving environmental protection work a legal basis; in 1981, the Daqing City Government promulgated the "Trial Regulations on Environmental Protection Work of Daqing City", giving Daqing environmental protection work a "General Charter"; In July 1982, Daqing established the Environmental Protection Bureau on the basis of the Environmental Protection Office of the Construction Bureau. Daqing's environmental protection work had a "manager"... After several changes, by January 1990, the Environmental Protection Bureau officially became a first-level bureau of the Daqing City government.
Daqing's environmental protection industry entered the "fast lane" since the early 1990s. Environmental protection bureaus were established in all counties and districts of the city, and environmental protection departments (sections and offices) were established in large oil and chemical enterprises; the "Opinions on Strengthening Environmental Protection Work" was issued and the inter-departmental linkage mechanism on environmental protection issues was established and improved; during the "Eighth Five-Year Plan" period, the city invested a total of 440 million yuan to treat and transform 820 pollution sources; during the "Ninth Five-Year Plan" period, the total project investment was 14.74 billion yuan, of which environmental protection investment was 460 million yuan; By the end of 1995, the city's environmental protection system staff had reached 260, and college and secondary school graduates accounted for 51.1% of the total... As the responsibility system was built step by step, the "living water of funds" was injected wave by wave, and the system team grew bit by bit, Daqing's environmental protection industry was marching forward rapidly.
Daqing is moving forward, singing along the way to pursue "green". During the "Eleventh Five-Year Plan" period, we took the lead in realizing sewage and garbage treatment facilities in counties in the province. The construction of a hundred miles of green ecological corridor in Duerbert County and the "Northwest Fengkou" full of wind and sand became a thing of the past... During the "Twelfth Five-Year Plan" period, the city's domestic sewage treatment rate reached 93.19%, and the annual disposal and utilization rate of hazardous waste reached 100%... During the "Thirteenth Five-Year Plan" period, the six air quality indicators have remained fully up to standard since 2017, Sanyong Lake, Wanbao Lake, Minghu, Yandu Lake has completed the treatment of black and smelly water bodies in the built-up area... Entering the "14th Five-Year Plan", it has reduced emissions of VOCs (volatile organic compounds) by 2240 tons since 2021, and completed the "14th Five-Year Plan" emission reduction task ahead of schedule. It has been ranked three times in the country. Top 30 list of changes in surface water quality...
Moving towards "beauty"
"Daqing is so beautiful! From the plane, the entire city is surrounded by wetlands and green." From 2021 to 2023, the city's energy consumption per unit of GDP will be reduced by 12.8%, exceeding the provincial target (a decrease of 10.1%) by 2.7 percentage points, and completing 82.6% of the target task of reducing energy consumption intensity during the "14th Five-Year Plan" period.
The energy conservation review of new projects has been strictly controlled. In recent years, there have been no new high-energy-consuming, high-emission, and low-level projects in the city.
