The "Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Comprehensive Green Transformation of Economic and Social Development"(hereinafter referred to as the "Opinions") were recently issued, making overall arrangements and arrangements for accelerating the comprehensive green transformation of my country's economic and social development, and clarifying the overall requirements, main goals and implementation path.

Promoting green and low-carbon economic and social development is an important symbol of the new concepts and new practices of party governance in the new era. It is of great significance for promoting the green transformation of development methods, comprehensively promoting the construction of a beautiful China, and achieving high-quality development.

The industrial structure continues to be optimized and upgraded, and the world's largest and most complete new energy industry chain has been built; Resource utilization efficiency continues to improve. In 2023, my country's energy consumption and carbon emission intensity per unit of GDP will drop by more than 26% and 35% respectively compared with 2012, and the output rate of main resources will increase by more than 60%; the quality of the ecological environment will continue to improve. The sky is bluer, the mountains are greener, and the water is clearer.

But at the same time, my country's green transformation still faces many difficulties and challenges. The national conditions of coal energy structure, industrial structure, and tight environmental constraints have not changed. Fossil energy and traditional industries still account for a high proportion, and the foundation for stable and improved ecological and environmental quality is not yet solid. In addition, the global green transformation process is facing twists and turns, the politicization of environmental and climate issues is increasing, and green trade barriers are escalating. We must thoroughly analyze the current situation and tasks, fully understand the urgency and arduousness of accelerating the comprehensive green transformation of economic and social development, study relevant key tasks, unify our thoughts and understanding, and implement the decisions and arrangements of the Party Central Committee in a down-to-earth manner.

Adhering to comprehensive transformation, coordinated transformation, innovative transformation and security transformation is an important principle and methodology for planning a comprehensive green transformation of economic and social development. The "Opinions" propose that by 2035, a green and low-carbon circular development economic system will be basically established, green production methods and lifestyles will be widely formed, significant progress will be made in synergy and efficiency of pollution reduction and carbon reduction, major resource utilization efficiency will reach the international advanced level, and economic and social development will be fully entered into the green and low-carbon track. Carbon emissions will peak and stabilize, and the goal of Beautiful China will be basically achieved. This goal is set based on the reality of my country's relevant work, combined with the requirements of "double carbon" work, and focusing on long-term development needs. This requires us, on the one hand, to base ourselves on national conditions, insist on seeking progress while maintaining stability, and gradually realize, and not be divorced from reality and eager for success; on the other hand, we must also respect objective laws, grasp the pace of steps, insist on establishing first and then breaking, and coordinate development and The relationship between emission reduction, overall and local, current and long-term, government and market should properly prevent and resolve internal and external risks and challenges faced by green transformation.

At the same time, the "Opinions" deploy building a green, low-carbon, high-quality development spatial pattern, accelerating the green and low-carbon transformation of industrial structure, steadily promoting the green and low-carbon transformation of energy, promoting the green transformation of transportation, promoting the green transformation of urban and rural construction and development, and implementing comprehensive conservation strategies, promoting green transformation of consumption patterns, giving full play to the supporting role of scientific and technological innovation, and improving the green transformation policy system, and put forward detailed requirements for each key task. For example, by 2030, the scale of the energy conservation and environmental protection industry will reach about 15 trillion yuan, the proportion of non-fossil energy consumption will increase to about 25%, and the carbon emission intensity of the converted turnover per unit of operating transportation will drop by about 9.5% compared with 2020. Accelerating the comprehensive green transformation of economic and social development is the basic policy to solve my country's ecological and environmental problems.
