Ningbo Area of Zhejiang Pilot Free Trade Zone promotes the construction of a "green free trade zone"
Not long ago, good news came from the Ministry of Ecology and Environment. The Ningbo Economic and Technological Development Zone, where the Ningbo area of the Zhejiang Pilot Free Trade Zone is located, was successfully selected into the "2024 National Environmental Health Management Pilot List", becoming Ningbo's first national environmental health management pilot area.
In the core area of the pilot-Daxie Petrochemical Park, a new pollutant monitoring system has taken shape. Different from the past, when discharging first and then treating, the Ningbo area has comprehensively promoted the monitoring of new pollutants and conducted "physical examinations" of the production process from multiple aspects such as raw materials, intermediate substances, and products.
Once "traces" of new pollutants are discovered, the ecological and environmental department will quickly urge companies to replace materials or update production processes or even shut down production lines to ensure that environmental health risks in key areas and key industries are effectively controlled.
In recent years, the Ningbo area of the Zhejiang Pilot Free Trade Zone has continued to promote the construction of a "green free trade zone" and accelerated the cultivation of new advantages in green competition.
At the theoretical seminar on innovation achievements in the Ningbo area of the Zhejiang Pilot Free Trade Zone in August this year, Zhou Jie, head of the consulting department and research department of the Zhejiang Province Free Trade Development Center, praised Ningbo's significant advantages in green free trade construction: "Among the innovation cases released by the Ministry of Ecology and Environment, Ningbo occupies three seats. The Ningbo area, especially the Meishan area, has huge development potential in areas such as carbon footprint accounting and carbon sinks."
Not long ago, the installation of No. 5 wind turbine in Meishan Port Area was completed, and the first low-carbon terminal demonstration project in Zhejiang Province-Ningbo Zhoushan Port Meishan Wind and Light Storage Integrated Project was successfully put into operation, which means that Zhejiang Province's first "green power terminal" was completed.
Relying on Ningbo Zhoushan Port to accelerate the pace of green transformation, Ningbo area is committed to building a world's leading green port sample.
In the core control room of the port area, Jiang Zecheng, a technician of Ningbo Meidong Container Terminal Co., Ltd., was sitting in front of a computer. With a touch of a mouse, he could obtain the entire port area's wind power and photovoltaic power generation, energy storage, and high-voltage shore power connection.
"Before introducing this system, we wanted to understand the power consumption of equipment and facilities in the port area, so we could only check the equipment one by one. Now, we only need to use this computer to view and manage the energy consumption of the entire port area anytime and anywhere, saving manpower and time." Jiang Zecheng told reporters.
From photovoltaic wind power empowerment, to efficiency improvement of energy storage equipment, to digital management of smart energy, the self-use rate of clean power in Meishan Port Area has increased to more than 60%. Before the end of this year, Meishan Port Area will be fully built into smart energy regulation and management platform, thereby achieving the energy management goals of the port area that are economical, efficient, safe, reliable, low-carbon and environmentally friendly.
The Ningbo area also continues to promote the construction of a green manufacturing system. Under the guidance of the "double carbon" goal, Ningbo has launched a series of explorations-
On the one hand, let the industry cycle symbiosis. For example, Wanhua Chemical (Ningbo) is the world's leading enterprise in the production of MDI (a chemical raw material). It has introduced "1+9" upstream and downstream supporting enterprises. The MDI production scale has expanded from 160,000 tons to 1.8 million tons. The total output value of the park has increased from 2.5 billion yuan to 34.3 billion yuan, while the energy consumption, pollutant emissions, and carbon dioxide emissions per unit product of MDI have dropped by 70%, 30%, and 20% respectively, achieving a win-win situation in economic and environmental benefits.
This is not an example. By continuously improving the integrated development of the entire upstream and downstream industrial chains, Ningbo area has initially established an industrial symbiotic coupled circular development model of "resource-products-waste-renewable resources", further opening up steel, chemical industry, papermaking, etc. The in-depth utilization of resources and energy among industries has created a number of green industrial parks.
On the other hand, it is the first in the province to explore and implement the integrated reform of environmental protection "Green Island", extensively carry out the construction of "Green Island" parks in small and micro parks, promote the centralized disposal of wastewater, waste gas, and solid waste of enterprises in the park, and serve the green and low-carbon development of small and medium-sized enterprises. So far, the "Green Island" model has benefited nearly a thousand companies in the region, helping companies reduce costs and increase efficiency, and has been promoted by the Ministry of Ecology and Environment.
More and more regional enterprises are pursuing "new" and "green". In the Dongfang Cable Factory at the east end of the area, the country's first all-green power supply virtual power plant project has been put into operation. The project achieves traceability of all-green power supply in the industrial park. Through the coordinated operation of photovoltaics, energy storage, charging piles, and industrial loads, it realizes real-time economic intelligent switching of multiple power supplies. Up to now, many Ningbo area enterprises such as Xusheng Group, Deye Co., Ltd., and Ningbo Iron and Steel have been selected as national-level "green factories".
