Focusing on campus hazards and wastes, Shanghai Jing 'an solves "annoying problems" and solves "old problems"
Hazardous waste disposal in primary and secondary school laboratories has always been an "annoyance" that haunts schools, and it is also a "long-standing problem" placed on the desks of competent departments. This special action was jointly carried out by the Ecological Environment Bureau of Jing 'an District and the District Education Bureau. The service disposal work was carried out by Shanghai City Solid Waste Disposal Co., Ltd.(hereinafter referred to as the Guchu Company), a subsidiary of Shanghai Environment Group Co., Ltd., the city's hazardous waste supporting unit. The entire operation lasted more than two months and covered 18 schools. It not only effectively eliminated potential safety hazards on campus, but also took a solid step for Jing 'an District to promote the construction of a "waste-free city."
To build an efficient collection and transportation system, it is the first step to find out the base of hazardous waste output in each school laboratory. To this end, the Jing 'an District Education Bureau urges all schools to carry out self-inspection of hazardous wastes in accordance with the requirements for standardized environmental management of hazardous wastes, and goes deep into each school to investigate the storage details of hazardous wastes, establish detailed production and waste ledgers, strictly inspect expired chemical reagents, and clarify disposal needs.
Based on the investigation, the Jing 'an District Education Bureau and Shanghai Environment Group Co., Ltd. issued the "Notice on Carrying out the Centralized Disposal of Hazardous Wastes in the Laboratory" and held a promotion meeting for hazardous waste disposal in middle schools in the district together with the District Ecological Environment Bureau. The meeting detailed the removal requirements, time arrangements and precautions in this removal operation, detailed the service matters and disposal procedures, ensured seamless connection of all links, and clarified the "roadmap" for this centralized disposal of hazardous waste.
In view of the problems of low annual hazardous waste in most middle schools, weak management capabilities, unfamiliarity with system operations, improper classification, and missing labels, Guchu Company has exerted its professional capabilities and dispatched professionals to various schools in batches to provide on-site services. Guchu Company cooperates with schools to complete the application and filing of hazardous waste management plans, and classifies, packages and labels hazardous wastes according to their codes and hazardous characteristics, and registers them in the warehouse to ensure that all hazardous wastes are receivable and collected in accordance with regulations.
In view of the fact that most schools in Jing 'an District are located in urban areas and the road conditions are relatively complex, Guchu Company conducted a comprehensive analysis, reasonably arranged transportation plans and planned transportation routes, and tried to reduce transportation costs and carbon emissions as much as possible. At the same time, in order to respond to emergencies, emergency equipment vehicles are dispatched to carry emergency supplies to follow hazardous waste transport vehicles to clear and clear hazardous waste to build a solid safety line for hazardous waste transportation.
Up to now, Shanghai Environment Group Co., Ltd. has completed the collection, transportation and disposal of hazardous wastes in 6 universities and 25 primary and secondary schools, and has taken the lead in preparing the group standard of the "Guidelines for the Construction of" Waste-Free Campus ". The relevant person in charge of the group said that in the future, the company will further sort out its experience in the collection, transportation and disposal of hazardous wastes in middle schools in Jing 'an District, form a standardized operation manual, and actively serve the construction of more "waste-free campuses."
The relevant person in charge of the Ecological Environment Bureau of Jing 'an District said that this centralized disposal of hazardous wastes in middle school laboratories is a specific action taken by Jing' an District to implement the construction of a "waste-free city" and also made a successful attempt for Jing 'an District to explore the collection and transportation of small hazardous wastes.
