Recently, the Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, and the Ministry of Water Resources jointly announced the list of the second batch of regional pilot cities for reclaimed water recycling.

Hohhot is a typical resource-based water shortage area, and water shortage has become one of the main bottlenecks restricting the city's high-quality development. In 2023, the total water supply of reclaimed water will be 165,925,500 tons, the utilization will be 55,012,800 tons, and the utilization rate of reclaimed water will reach 33.16%.

Regional reclaimed water recycling is to build engineering facilities such as water purification of constructed wetlands according to local conditions at key nodes such as the downstream of key sewage outlets, river estuaries (sea) outlets, and tributaries flowing into the main stream, so as to carry out further purification of the drainage after the treatment is up to standard, and coordinate the sewage resource utilization mode for production, ecology and life in a certain area, which will effectively promote the establishment of a regional reclaimed water recycling system that organically combines pollution control, ecological protection and recycling, and explore a new path for the protection of the water ecological environment with synergy of pollution reduction and carbon reduction.

Focusing on pollution control, ecological protection and recycling, Hohhot City has incorporated reclaimed water into the water resources planning and layout system, and planned the tailwater wetland purification project of Xinxinban Sewage Treatment Plant, the ecological restoration project of the Dahei River (East Ring Road to Horqin Road) basin, and the long-distance reclaimed water pipeline project of Tuoqing Industrial Park. The whole-process supervision system has been continuously improved, and the incentive and guidance mechanism for reclaimed water supply and demand has been continuously improved, and the utilization rate of reclaimed water will reach more than 35% by 2025.
