"As of October 15, 2024, the proportion of days with good urban air quality is 97.6%, and the number of days with heavy pollution is 0. This is the report card of the blue sky defense battle handed over by Daxing’anling Prefecture, Heilongjiang Province.
The blue sky is always there and the air is always new. The reporter learned from the Ecological Environment Bureau of Daxing’anling Prefecture that the district has issued the "Guidelines for Air Pollution Response in Daxing’anling Prefecture" and "Implementation Plan for the Action Plan for Continuous Improvement of Air Quality in Daxing’anling Prefecture", etc., and actively carried out special actions for air quality assurance during the month to ensure air quality during key periods.
With institutional guarantees, Daxing’anling Prefecture has continued to fight in depth to defend the blue sky from aspects such as straw burning ban control and diesel vehicle pollution control. In terms of strengthening the control of straw burning bans, fire prevention and straw burning bans were deployed and implemented at the same time, and the record of "zero fire point" was continued. Oil storage warehouses, gas stations, and enterprises using volatile organic compound liquids in the region were inspected, and 39 problems were found and rectified, with a rectification rate of 100%, exceeding the provincial target of 80%. The pollution control of diesel vehicles was strengthened. 484 diesel vehicles were inspected on roads and 404 were sampled, and no vehicles exceeding the standard were found; Strictly control the quality of carbon emission data. Three power plants completed the monthly information-based deposit of carbon emission data from January to August 2024 on time and submitted it to the national carbon market management platform, with a submission rate of 100%; carry out emergency emission reduction for heavily polluted weather in 2024. Work to update the list, eliminate and cancel enterprises, and adjust industrial sources from 200 in the second quarter of 2024 to 195.
At the same time, Daxing’anling Prefecture has promoted ultra-low emission transformation. The main project of ultra-low emission transformation of three 100-ton boilers in Mohe Huapeng Heating has been completed, and 168 consecutive hours of monitoring will be completed on October 14; timely adjustment and division of the sound functional areas of each county (city, district) will be completed, and the noise law will be confirmed two months in advance.
For a long time, he has created a beautiful "Xing 'an Blue". From January to June this year, the implementation rate of monthly informatization certificates for carbon emission of three power plants in Daxing’anling Prefecture reached 100%, and the problem rate was 0%. The quality of review and reporting was good; it received 4.7711 million yuan in atmospheric compensation funds in 2023, ranking first in Heilongjiang Province.
