1. Strengthen the environmental assessment guarantee services for the integrated project of "wind, solar and hydrogen storage and utilization"

The Department of Ecology and Environment of the Autonomous Region conscientiously implements the strategic deployment of the Party Committee and Government of the Autonomous Region on promoting the "Five Major Tasks", actively promotes clean transportation of bulk goods in key industries in the autonomous region, optimizes environmental assessment support services for integrated projects of "wind, wind and hydrogen storage and use", and fully supports High-quality development of the hydrogen energy industry.

For new energy construction projects with constraints, environmental impact assessment technical assistance meetings will be held in advance, experts will be organized to provide "consultation" services, and all efforts will be made to promote and ensure the rapid implementation of key projects in the autonomous region.

2. Promote the establishment of innovative institutional systems such as carbon emission reduction accounting methods and systems

At present, the Ministry of Ecology and Environment has officially issued four methodologies, including the "Methodology for Voluntary Greenhouse Gas Emission Reduction Projects, Afforestation Carbon Sink (CCER-14-001-V01)". The methodology is to guide the development, implementation, and approval of voluntary greenhouse gas emission reduction projects. The main basis for emission reduction verification plays an important normative role in the identification of baseline lines, demonstration of additionality, emission reduction accounting and formulation of monitoring plans for emission reduction projects. Certified emission reductions developed based on the above four methodologies can be traded in the national voluntary greenhouse gas emission reduction trading market.

The Autonomous Region's Department of Ecology and Environment has been actively encouraging the research and development of methodologies for voluntary greenhouse gas emission reduction projects, arranging a total of 9 million yuan in special projects to address climate change and low-carbon development, and supporting the Forest Industry Group to carry out research and pilot projects on five carbon sinks, including methodological development and forest management carbon sink projects.

In the next step, the Autonomous Region's Department of Ecology and Environment will encourage the whole society to research and develop methodologies on clean hydrogen through special funds to address climate change and low-carbon development, recommend the developed methodologies to the Ministry of Ecology and Environment, and apply for the national review of the developed methodologies. Conduct demonstration and filing, further promote the inclusion of emission reductions from clean hydrogen into CCER market transactions, and then guide the transformation of high-carbon emission hydrogen production processes to green and clean hydrogen production processes. At the same time, we will continue to provide environmental impact assessment service guarantees for hydrogen energy industry projects and promote the scientific implementation of major hydrogen energy demonstration projects.
