Accelerating the green transformation of transportation has become a consensus at home and abroad. This green revolution is related to the well-being of everyone. The 28th Conference of the Parties to the United Nations Framework Convention on Climate Change proposed to "accelerate carbon emission reduction in road transportation through the development of infrastructure and the rapid deployment of zero-emission and low-emission vehicles"; the International Civil Aviation Organization and the International Maritime Organization have successively proposed international aviation industry and international shipping will achieve net zero carbon emissions by 2050. From a domestic perspective, the report of the 20th National Congress of the Communist Party of China made strategic arrangements for the adjustment and optimization of transportation structure, clean and low-carbon transformation of transportation, etc.; the Third Plenary Session of the 20th Central Committee of the Communist Party of China clearly proposed the need to improve the green and low-carbon development mechanism; The Outline for Building a Strong Transportation Country and the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development" also put forward comprehensive arrangements and specific requirements for promoting the green transformation of transportation.
Compared with the new situation and new requirements, my country's green transformation of transportation still faces many problems and challenges: the stock of traditional fuel vehicles is large, and the emissions of major pollutants are still at a high level; the cruising range, energy replenishment efficiency, and purchase of heavy-duty transportation equipment There are still gaps in costs and energy replenishment facilities, and the development of the green fuel supply and filling system is slow; the potential for optimization and adjustment of the transportation structure is not yet fully tapped, and the market governance mechanism still needs to be improved; The integration of transportation infrastructure and new energy is still in its early stages, and the depth and breadth of integration need to be improved urgently; the supporting policy and standard system are not yet complete, and financial guarantee needs to be further strengthened.
The green transformation of transportation involves many fields such as transportation infrastructure, transportation equipment, and transportation organizations. It requires the joint efforts of the government, enterprises and the public, adhere to innovation and transformation, focus on "new", and continuously gather new momentum and release new vitality.
Focusing on new equipment, we must fully grasp the policy of making good use of large-scale equipment renewal, solidly promote the accelerated replacement of eligible old operating trucks, old operating ships, old locomotives, passenger cars, etc., and continue to optimize the scope of subsidies for scrapping renewal funds. Subsidy standards guide the accelerated elimination and withdrawal of high-energy-consuming and high-emission existing transportation equipment, support the promotion and application of new energy heavy trucks and ships according to local conditions, and promote the clean, low-carbon and efficient development of transportation energy and power systems.
Focusing on new energy, we must speed up the formulation of policy documents related to the integrated development of transportation and energy, establish a collaborative working mechanism for the integrated development of transportation and energy, carry out research on the layout planning of charging and replacing infrastructure and green fuel filling networks along transportation infrastructure, and accelerate transportation Development and utilization of clean energy along infrastructure; Improve the transportation clean energy supply system and promote the construction of a new development pattern of "new energy power generation along the transportation line + promotion and application of new energy transportation equipment + layout and construction of energy replenishment infrastructure + empowerment of intelligent management and control platforms."
Focusing on new technologies, we must fully rely on national scientific research platforms and major national science and technology projects to promote breakthroughs in technologies such as large-capacity solid-state batteries, high-energy-density fuel cells, megawatt super fast charging, two-way interaction between power exchange stations and power grids, and safe and efficient transportation of liquid hydrogen; It is necessary to accelerate the collaborative transformation of digitalization and green, vigorously develop smart transportation and smart logistics, support the construction of intelligent facility networks and accelerating the digital application of transportation equipment, and comprehensively promote the green development of passenger and cargo transportation through digital means.
Focusing on new policies, we must comprehensively connect with the national carbon emission dual control system, connect the annual evaluation mechanism for green and low-carbon development of the industry and the national comprehensive evaluation and assessment system for carbon peak and carbon neutrality, consolidate the foundation of carbon emission statistics and accounting, and explore the establishment of industry carbon emissions Monitoring and early warning mechanism, carry out research on transportation carbon footprint, carbon labeling, carbon trading, voluntary greenhouse gas emission reduction trading, carbon inclusive and other systems; Effectively give full play to the guiding role of policy funds in optimizing resource allocation efficiency and making up for market failures.
Focusing on new pilots, we must make full use of special pilots for building a green and low-carbon transportation power, demonstration projects for green and low-carbon advanced technologies, demonstration applications of fuel cell vehicles, city pilots for comprehensive electrification of public sector vehicles, and pilot pilots for filling shortcomings in county charging and replacing facilities. Relevant working mechanisms encourage and promote provincial transportation authorities, local people's governments, central enterprises, local state-owned enterprises, and private enterprises to carry out innovative practices in green transformation of transportation and build an industrial ecology.
