Article 5 [Departmental Responsibilities] The municipal and district development and reform departments are responsible for the management of the development and utilization of renewable energy within their respective administrative areas.
The departments of economy and informatization, planning and natural resources, ecological environment, housing and urban construction, urban management, agriculture and rural areas, statistics, meteorology and other departments are responsible for relevant renewable energy development and utilization management within their respective scope of responsibilities.
Article 6 [Regional Cooperation] This city has established and improved cooperation mechanisms with Hebei Province, Tianjin City and other regions, and strengthened exchanges and cooperation in renewable energy resource development, scientific and technological research, industrial development, market transactions, etc.
Chapter 2 Planning and Construction

Article 8 [Target Guidance] This city establishes and improves the target guidance system for the development and utilization of renewable energy.

Article 9 [Planning Preparation] The Municipal Development and Reform Department shall, in conjunction with relevant departments and district people's governments, prepare the city's renewable energy development and utilization plan in accordance with the national renewable energy development and utilization plan, the city's medium and long-term goals for renewable energy development and utilization, and relevant land and space plans. Chapter 3 Promotion and Application

Article 20 [Gas Heating Grid Connection] If the gas, heat and hydrogen produced using biomass resources meet the requirements of relevant national and municipal safety and quality standards and the technical standards for the network access of gas pipe networks and heat pipe networks, enterprises operating gas pipe networks and heating pipe networks shall accept them to connect to the network.

Article 23 [Rural Renewable Energy Development] Municipal and agriculture-related district people's governments and relevant departments such as development and reform, urban management, agriculture and rural areas, and landscaping shall strengthen guidance on the development and utilization of renewable energy in rural areas, encourage and support rural collective economic organizations and their members promote the local and nearby development and utilization of renewable energy such as distributed photovoltaic power generation, geothermal and heat pump heating, and decentralized wind power generation according to local conditions. Article 24 [Consumption Responsibility] This city establishes and implements an assessment mechanism for the weight of renewable energy power consumption responsibilities.

4. Main contents
The "Regulations"(draft for comments) consist of 5 chapters and 34 articles, which are divided into general provisions, planning and construction, promotion and application, support and guarantee, and supplementary provisions. The main contents are as follows.
(1) Regarding overall requirements and department responsibilities. Clarify the working principles of overall planning, adapting measures to local conditions, scientific development, innovation-driven, regional coordination, and rational utilization. Municipal and district people's governments strengthen organizational leadership and overall coordination for the development and utilization of renewable energy, and promptly study and solve major issues. Relevant government departments coordinate to do a good job in management. Strengthen regional cooperation in renewable energy resource development, scientific and technological innovation and industrial development. Encourage units and individuals to participate in the development and utilization of renewable energy and protect the legitimate rights and interests of developers and users in accordance with the law.
(2) Regarding planning and construction. Establish and improve the goal guidance system, planning connection mechanism and project management mechanism. Formulate medium-and long-term goals for the development and utilization of renewable energy in this city and various districts, and evaluate, monitor and assess the completion status. Prepare and implement the city's renewable energy development and utilization plan, and connect it with other special plans to ensure reasonable demand for green power transmission channels and construction land for major projects and key areas.
